Morocco needs something more than 30 upgraded Mirage F-1 and 18 Rafales (or 12 Rafales + 12 Mirage 2000-9) for get a chance against the algerian Mig and Sukhoi fleet, 36 upgraded F-16´s are a good option both in numbers and in quality
Morocco sees all the algerian arms deals (Mig-29, Su-30, S-300, T-90´s etc etc) as a threat, with less than 30 upgraded Mirage F-1 they are seriously worried, so they are going to spend a nice load of money.
