    Russian Air Force Develops Requirements Specification for Medium-Range Military Transport Airplane

    The domestic air force has developed a tactical and technical requirement (TTZ) for the creation of a medium-range military transport airplane (SVTS), an informed defense industrial complex source has reported. According to him, the SVTS potential developer – OAO S.V. Il’yushin Aviation Complex (Il’yushin AK) – is supposed to examine the TTZ presented and, in the case of its concurrence, the project’s development will be continued in the interest of the domestic air force.

    “There is a direct connection between the program for creation of the SVTS for the Russian air force and the Russo-Indian program for joint creation of a multirole transport airplane,” the AviaPort.RU source declared.

    According to him, “at the end of last year it had been planned to begin from the second quarter of this year joint creation of a new airplane – development of a draft based on the agreed requirements. At the present time, most likely, this period will be carried over to a somewhat later time.”

    According to unofficial reports, in November of last year, a Russian Federation air force general staff directive was issued in accordance with which creation of the SVTS had been envisioned based on the developmental work of the Russo-Indian project. Development of the Russian variant of the SVTS will be realized at the same time beginning with execution experimental design work.”

    Answering an AviaPort.RU question about approximate periods of SVTS creation, the source said that “at the present time the developers are being oriented at earlier scheduled periods for creation of the airplane – 2008 – 2009.”

    South African Navy training submariners

    Pretoria – The SA Navy was working hard at reducing a shortfall of submariners in time to receive its three new submarines, navy chief Vice Admiral Refiloe Mudimu said on Tuesday.

    Training would continue until year-end and the submarine was expected to sail to South Africa under her own power early next year “once the crew has reached the required levels of competence and gained sufficient experience”.

    In addition, 20 officers were undergoing submarine combat and engineering training in India, with progress reports indicating they were doing “extremely well”, Mudimu said.

    Black submariners

    Mudimu said much effort was being put into attracting black submariners. The contingent undergoing training in India included 16 black South Africans.

    Days before PM visit, Russian defence major offers to open service centre

    NEW DELHI, MAY 3: Less than a week before Prime Minister Manmohan Singh travels to Moscow for the Victory Day celebrations, Russia sent out a positive signal on the key issue of servicing defence equipment. It has allowed state-run defence major Rosobornexport to set up a service centre in India for the Talwar (Krivak)-class stealth frigates.

    Rosobornexport today confirmed the news of setting up the service centre. India has bought three such frigates from Russia — INS Talwar, INS Trishul and INS Tabar.

    The decision flows from the talks held during Defence Secretary A.V. Singh’s visit to Russia last week. The issue of defence product support is also one of the few that will be on the PM’s agenda when he meets Russian President Vladimir Putin next week.

    Navy eyes Boeing P-8A, awaits US signal

    NEW DELHI, MAY 2: Even as Washington’s offer of a P-3C Orion maritime surveillance aircraft hangs fire, the Navy has expressed interest in Boeing-737 P-8A multi-mission maritime aircraft — the jet that Boeing is developing to replace the ageing P-3C Orion platform.

    Top Naval officials told Express that the Navy’s interest has already been communicated and the Pentagon would possibly provide an answer through Defence Security Cooperation Group (DSCG) chief Lt Gen Jeffrey B. Kohler.

    The P-8A is the only military product India has expressed interest in, which even the US doesn’t possess yet — it will be fully operational and delivered to the US Navy only by 2013. In fact, the P-8A was cleared by a US technical review board to proceed into the design phase just five days ago.

    The Indian Express reported on April 3 that the Force’s maritime surveillance and ASW capabilities were stagnating due to lack of funds and quick government decisions. Navy sources hinted that the decision to buy 50 civil jets, worth over $6 billion, for Air India from Boeing could just soften them for a favourable response.

    The US has so far kept its drawing board weapon systems to itself, sharing them only with some of its NATO allies.

    Brahmos on a diet

    The Brahmos Aerospace consortium’s operating concept for the missile envisages a Sukhoi Su-30 multirole fighter carrying three of the 3,000kg (6,600lb) weapons — two on underwing hardpoints and one on the aircraft’s centreline. However, programme sources say reducing the design’s high weight is the target of an ongoing design improvement process, with a reduction of 500kg having been identified.

    Design enhancements will be embodied through recent improvements in materials and technology and by the use of improved flight-control surfaces, says Atul Rane, programme manager for Brahmos avionics and system integration for India’s Defence Research and Development Laboratory. Indian industry recently completed the preliminary design of an underwing pylon for the weapon and has delivered drawings to Russia’s Sukhoi design bureau for evaluation, he says.

    E&S EPX-500 Selected for MiG-29 Trainer

    SALT LAKE CITY, UTAH, April 19, 2005, Evans & Sutherland Computer Corporation (E&S®) (NASDAQ: ESCC)—announced today that the company has been selected by Rheinmetall Defence Electronics to provide its EPXTM-500 visual system for the Indian Navy MiG-29 program.     Aim to induct BrahMos into combat aircraft: Pillai

    Tiruchirapalli, April. 18 (PTI): The Defence Research and Development Organisation (DRDO) was aiming to induct BrahMos cruise missiles into country’s combat aircraft, A Sivathanu Pillai, CEO and Managing Director of BrahMos Aerospace, has said.

    “We are producing the missiles for Indian Navy. It had given its initial requirements and we are at it,” he told PTI last night.

    Simultaneous development work would take place according to the requirement of the Army, and production for them will commence by the year end, he said.

    For the Indian Air Force, the designing was already over. “The development exercises would be completed in another two years and by 2007 we want to fly from an air platform. Finally, it will be inducted into SU-30-MKI before 2007 end. Before that we are identifying ideal platforms,” Pillai said.

    The target range was maintained at 300 km. in adherence to international regulations, he added.

    Trials of long-range SAMs by year-end

    HYDERABAD: Indian defence scientists have embarked on developing long-range (100 km) surface to air missiles (SAMs), the flight trials of which are expected to begin by the year-end.

    The missiles with multi-platform systems can be launched from ship and ground. The propulsion, control guidance and other systems for the “hit-to-kill” missiles were being built, according to V.K.Saraswat, Director, Research Centre Imarat, a DRDO institution.

    He told reporters here on Wednesday that the development phase of long- range SAMs was expected to be over in two to three years.

    Apart from SAMs, a long-range Air Defence System was also being developed. Once deployed, the radars of such a system would have multiple target tracking capacity and could simultaneously track 200 aircraft up to a distance of 400 km.

    India ‘restores’ tsunami-hit base

    The Indian air force base on the island of Car Nicobar has been fully restored after suffering heavy damage in last December’s tsunami, officials say.

    A spokesman said the air force and navy is conducting an exercise to show the base is again ready for use.

    Jaguar and SU-30 fighter jets took off from the rebuilt base to the cheers of Indian sailors and airmen, he said.

    Car Nicobar, though ravaged, proved its worth as a base during the relief operation after the tsunami.

    More than 140 air force personnel and their family members were killed in the tsunami and the entire living quarters were washed away.

    Formal declaration

    Cdr Mehta said the military exercise showed India was again ready to defend its Indian Ocean frontline.

    Transport and fighter jets had been sent to the base, he said, and the exercise had included an in-flight refuelling.

    “This marks the restoration of long-haul operations at the Car Nicobar base,” he said.

    Mr Tyagi is expected to arrive at the base on 14 April to declare it combat fit.

    JMR – Ten BrahMos rounds ready for delivery

    Addressing a joint session of the Indian parliament on
    25 February 2005, Indian President A P J Abdul Kalam
    announced that the BrahMos supersonic anti-ship
    missile that India is developing in conjunction with
    Russia is ready to enter service.

    The start of production was announced in August 2004
    by Indian Defence Minister Shri Pranab Mukherjee. This
    date may refer to the start of a low-rate pilot
    production phase that resulted in the first batch of
    missiles for initial deployment.

    The Indian Navy has already decided which of its
    warships will be armed with the weapon, which will be
    fielded in inclined-launch, vertical-launch and
    submarine-launch versions. Rajput, the lead ship of
    the Indian Navy’s five Project 61ME (‘Kashin
    II’-class) destroyer force, will receive operational
    missiles later this year. In 2006, vertical-launch
    BrahMos systems will be fitted to other surface ships.
