Russia Offers to Install New Aircraft Radar on Upgraded Indian MiG-21 Fighters
Since India intends additionally to upgrade approximately 50 MiG-21 fighters, the Russian side has offered to install the “Kop’yo-M” aircraft radar (BRLS) on the upgraded fighters, an informed source in the area of military and technical cooperation with foreign countries has reported.
He recalled that in accordance with a 1996 contract, Russia upgraded 125 Indian air force MiG-21bis fighters (123 – series built and two experimental) with the installation of the “Kop’yo-21I” BRLS on them instead of the “Almaz” BRLS. An option was provided by the contract for an additional upgrade of 50 more MiG-21 fighters. According to the source, the “Kop’yo-21I” BRLS installed on India’s already upgraded MiG-21bis fighters have shown fine results, and therefore, the Russian side is offering India to install the upgraded, that is the more improved BRLS, onto the fighters being upgraded in addition.
While the Indian side still has not given a decision and agreement to the Russian offers, the source specified, having said, that the upgrade of an additional quantity of MiG-21 is supposed to be performed according to a new contract.
The upgraded “Kop’yo-M” BRLS has a resolution in operation against the ground of 3 meters, while at the same time the “Kop’yo-21I” has such a figure several times less, the AviaPort.RU source emphasized.

Keltron bags major defence orders
Thiruvananthapuram: The Indian Navy has placed orders worth Rs 16 crore during the current month with the public sector Kerala State Electronics Development Corporation (Keltron) for Electro Magnetic Log, Retransmission Units, Dual Channel Under Water Telephones and Echo Sounders.
The Navy has placed orders for 17 units of the new product worth Rs four crore.
Ramkumar said Keltron was one among the four Indian companies participating in India’s prestigious aircraft carrier project. The company had received an order worth Rs one crore for engineering and manufacturing of a Dual Channel Under Water Telephone (UWT) for the Russian aircraft carrier Admiral Gorshkov being procured by the Indian Navy, which can operate both in NATO and Russian standards.
Keltron, the lone supplier of Processor Based Ground Mine (PBGM), an import substitution armament, handed over its 101st unit to the Indian Navy yesterday at an informal function held in Keltron Equipment Complex, Karakulam. PBGM, engineered and manufactured by Keltron, based on the technical know-how from the National Science and Technological Laboratory Ltd, Vizhagapatanam, was meant for deploying in the sea-bed for protecting the sea shore by destroying enemy vessels.
Chile likely to buy 4 Indian choppers for Rs 160 cr
NEW DELHI, JAN 20: When Chilean defence minister Michelle Bachelet visits India in April, both the countries are likely to ink a Rs 160 crore deal for the sale of four indigenous advanced light helicopters (ALH), ‘Dhruv’.
Talking to FE, Jorge Heine, ambassador of Chile, said, “The Chilean Air Force is considering buying four ALHs ‘Dhruv’ and the negotiations are in the final stages.”
The base price of one helicopter is Rs 40 crore. “However, if the Israeli avionics are fitted on board then the cost can go up substantially,” said defence ministry sources. The issues are under consideration at present and the final price for the deal will be settled by April.
HAL and Israel Aircraft Industries (IAI) have joined hands to market the international version of the home-grown Dhruv ALH and have already completed month-long trials in Chile last July.

Admiral Arun Prakash, Chief of the Naval Staff visited the NCC Republic Day Camp in Delhi Cant today. On his arrival at the Camp, Admiral Arun Prakash inspected a guard of honour presented by a contingent of smartly turned out NCC cadets drawn from all the three wings namely Army, Navy and Air.
The Naval Chief also visited the Motivation Hall, the Flag Area, Ship Modeling Room, Aero Modeling Room and interacted with the cadets freely. The CNS also presented a CNS rolling trophy which is a silver replica of new aircraft carrier INS Vikramaditya (Gorshkov) acquired by Indian Navy from Russia.
Takes off with relief, lands with satisfaction
After India offered help to other tsunami-stricken countries, SWAC ( South-Western Air Command ) was tasked with carrying relief material and support personnel to the Maldives and Sri Lanka.
Two HS-748 Avro cargo planes from the Vadodara base ferried supplies from Thiruvananthapuram to Male, while a six helicopters from SWAC’s other bases in Gujarat took help to Sri Lanka.
‘‘Apart from evacuation and supply sorties, our aircraft also helped in alleviating the psychological trauma of survivors,’’ said Air Marshal Satish Kumar Jain, Air Officer Commanding-in-Chief, SWAC. ‘‘Ministers, social activists, actresses, and even the Maldivian Chief of Staff became our passengers.’’
Among the several hundred marooned who were rescued by SWAC were some Indians on Ksadhddhoo Island of the Maldives. They were families of Indians employed as teachers, he said.
The helicopters that went to Sri Lanka operated mainly along the eastern and southern coast, in places such as Ratmalana, Katukrurunda, Galle, Koggala, Matara, Tangalla. The Mi-17s evacuated 100 people, including some casualties, on the very first day. ‘‘Visibility was poor, and low clouds played hide and seek, but it didn’t deter the spirits of our staff,’’ said Air Marshal Jain.
After more than two weeks of taxing work, the pilots are back at their SWAC posts savouring their flights of compassion. Said one pilot, ‘‘People were thankful, especially the victims to whom we took help. Language was a barrier, but their smiles said it all.’’
India has so far sent 500 mt of relief to Lanka
India has so far sent 500 metric tones of relief supplies to tsunami-ravaged Sri Lanka with the aircraft of the Indian Air Force and ships of the Indian Navy providing a “continuous bridge” between India and the affected parts of Sri Lanka.
Fourteen Indian ships had brought relief supplies, disaster-management personnel, medical specialists, para medical staff, engineers and technicians to the island.
At the request of the Sri Lankan authorities, the Indian Navy’s survey ship INS Sutlej had completed surveys of Galle and Colombo harbours.
Indian Naval doctors had brought medical services to tsunami victims in Trincomalee, Batticaloa and Amparai.
A 45-bed Indian Naval hospital ship, INS Jamuna, is anchored off Trincomalee to provide specialised medical services to the affected people.

Two Refueling Airplanes Being Built at Tashkent Aircraft Plant for India
There are two Il-78M refueling airplanes in the final assembly hall of the Tashkent V.P. Chkalov Aviation Production Association (TAPO). Execution of a contract with India for the construction of a batch of six airplanes of this type will be completed with the delivery this year of these two aircraft., an informed source in the area of aircraft construction has reported. He emphasized that the refueling airplanes for India are newly-built airplanes, and not those in service previously which were removed from line units or from storage bases.
A feature of the assembly of these airplanes is the fact that airframes of Il-76MD/TD military transport airplanes built earlier are being used in full. According to him, for execution of the contract on the airframes on hand (which were built with D-30KP engines), more powerful PS-90A-76 engines are being installed, which recently received approval of the Russian air force as corresponding to all prescribed requirements.
In 2001, a contract for the production of the six tankers from the “zero cycle” of Il-78MK was signed between India’s defense ministry and TAPO for a total of 150 million dollars. Production of one airplane takes 18 months.
If the Il-78 refueling airplane were convertible, then its subsequent improved Il-78M modification did not all converting the tanker into a transport airplane. Many years ago, the Il’yushin aviation company developed and offered the domestic air force an upgraded Il-78M variant with the capability of it conversion into a transport airplane. They began to build such aircraft at TAPO – it had been planned to purchase them for the domestic air force, however, in connections with a lack of financial resources, construction of the airplanes at TAP was stopped. The Il-78MKI refueling airplanes being delivered to India is interesting not only by the fact that they were executed in the convertible variant, but by the fact that they are equipped with a whole series of systems and avionics not only of Russian, but also of Israeli and Indian manufacture. Corresponding deductions from the cost of the airplanes sold are provided by the contract for the use of their developer – OAO Il’yushin Aviation Company.

The Su-35BM is also to receive a totally new self-protection system. It was developed by KNIRTI (Zhukov near Kaluga, Russia) and is designated the L-175M Khibiny-M. It has an integrated electronic-support-measures system of high accuracy, a separate display in the cockpit, a digital processor, and an integrated active radio-frequency jammer with pods on the wingtips. Probably in the future, the aircraft will also receive a missile-approach-warning system and a towed decoy.
Indian medical team serves in Kuchchaveli
Five-member team of the Medicines Sans Frontier (MSF) of France left Trincomalee Friday when a fifty member medical team of the Indian Navy took charge of the Kuchchaveli government hospital located about thirty km north of east Trincomalee to serve the people of the area affected by Tsunami disaster, health authority sources said.
A fifty member medical team comprising Indian doctors, nurses and other workers who arrived in Trincomalee harbour in an Indian Navy vessel with adequate medicines and medical equipments, was sent to Kuchchaveli hospital.
Indian volunteers cleared the debris surrounding the hospital and cleaned the wells in the area and started providing assistance to the affected people, sources said.

Indian Air Force to serve alongside Pakistani military in Congo
Jan 14 (IANS) A contingent of Indian Air Force (IAF) personnel being sent to join the UN peacekeeping mission in Congo will serve alongside Pakistani soldiers.
IAF officials said the contingent, comprising 285 personnel and six Mi-17 transport helicopters and four Mi-35 helicopter gunships, would be deployed at Bukavu to provide cover to Pakistan infantry troops.
It is a region that rebel forces recently captured.
“Our forces will live and operate with the Pakistani peacekeepers at Bukavu,” an IAF official told IANS.

US F-15E to take part in Aero India
The F-15E (Strike Eagle) fighter aircraft will be taking part in the fifth edition of India’s premier aviation event Aero India 2005 which will get under way in Bangalore from February 9.
The five-day event at the Yelahanka air base would also see other countries like Russia, France and Sweden unveiling their fighter aircraft to impress the top brass of the IAF, which has put forward its demand for a minimum of 125 fighter aircraft for its immediate need.
Although earlier there were reports that the USA might send its F-16 fighter aircraft which have also been sold to Pakistan, these were later denied, causing disappointment among organisers of the show.
The F-16s were touted as the star attraction of the event, which is the biggest-ever show put up by India in the recent years with as many as 350 companies participating from both within the country and abroad.
Sources in the Ministry of Defence (MoD) said here that the USA was likely to send at least two of the F-15E fighter aircraft. The multi-role, all weather, two-seater aircraft is expected to participate in the air shows.
Also pitching in for the cake would be Gripen from Sweden, Dassault Aviation from France and MiG RAC from Russia. The sources said that while Dassault would be showcasing the Falcon-2000 aircraft, Russia would be sending its MiG-29 M-2 fighter aircraft.
The live and static displays of US military aircraft will also include the C-130J Hercules carrier aircraft and the maritime P-3C Orion, both from the stables of Lockheed Martin, the makers of the F-16.
The USA will also be sending its Stratotanker, the KC-135 aerial refueling and airlift aircraft for the air show.
Among the other aircraft which would be on display at Aero India, would be the Hawk 100 from BAe System(UK), UAVs from Aeronautic Defence System(Israel), and IL-76 TD and AN 12 from Russia and IL-114 from Ukraine. The total number of aircraft, which would be on display, would be over 95, a substantial increase over the 65 which were on display in the last edition of the show.
From just about 74 companies in the fourth edition, the number had risen to over 170, he said.
The number of participating countries had also increased from 23 to 27 and more than 200 foreign companies would be displaying their products.
Incidentally, the capital outlay for Aero India 2005 has been pegged at Rs 40 crore, which is a ten-fold increase over the capital outlay of the Aero India 2003.
Lockheed Martin bidding for major defence sale in India
NEW DELHI: American armament major Lockheed Martin is bidding to make its first major defence sale to India by offering medium capacity transport aircraft C-130J as a fast-reaction carrier for special forces.
“We have held several rounds of talks with Indian officials for the sale of eight to ten of these aircraft which are ideal for counter-terrorist operations, specially to counter hijacks”, Michael N Kelley, a senior company official told PTI.
The American company, which will be largest US exhibitor at the forthcoming Aero India show in Bangalore, is also making a bid to sell its new anti-submarine MH-60R helicopters and the latest version of its long-range surveillance aircraft P3C-Orions.
He said the C-130J being offered to the special forces had the capability to fly undetected and had two versions with the basic one capable of carrying 92 troops and the stretched version 128 men.
India sends 250 troops, medical team to Aceh
The Indian embassy’s defense attache, Col. K.J. Choudhary, said India had committed US$25 million in grant assistance to Sri Lanka, Maldives, Indonesia and Thailand.
“In the case of Indonesia, we have sent two Indian naval ships for medical aid and emergency relief work at Meulaboh (in Aceh province),” he told The Jakarta Post on Wednesday.
The two ships are the INS Nirupak, a floating hospital ship, and the INS Khukri, which is carrying emergency relief supplies including tents, blankets, clothing, food and medical supplies.
The INS Nirupak is a 45-bed hospital ship equipped with an operation theater and three intensive care units, staffed by four surgeons, an anesthetist, several physicians and paramedical teams.
“Our medical team has been treating about 200 patients every day.
“The medical team has also set up a blood transfusion unit in Meulaboh General Hospital and I am sure it will be ready to help more people,” he said.
The INS Khukri has so far disembarked more than 35 tons of relief supplies to the victims of the tsunami in the Meulaboh area.
