    IRKUT CORPORATION PROVIDING FINAL SUPPLY OF SU-30 MKI NEW GENERATION FIGHTERS TO INDIA

    MOSCOW, December 7 (RIA Novosti) – The Russian Irkut corporation has started the delivery to the Indian Air Forces of the third and final supply of six Su-30 MKI new generation jet fighters, Aleksei Fyodorov, President of the corporation, said at a press conference in Moscow.

    The first stage supposed supplies of air-to-air fighters. Within the framework of the second stage fighters were equipped with Kh-31 A missiles and air-to-air guided missiles, capable of hitting 4 air targets simultaneously.

    The Su-30 MKI provided at the third stage completely meets all navigation and combat requirements specified in the contract. The aircraft is able to use all airborne weapons, including simultaneous strikes with air-to-air missiles and laser-guided 500 kg and 1,500 kg air bombs. The jet is equipped with a high-resolution ground mapping system and a modernised antenna and capable of tracking up to 15 targets and hitting 4 targets simultaneously.

    “The licensed production has been arranged and is picking up steam. The first two aircraft are being tested at the moment,” Lastochkin said.

    Irkut to Give India Last “Sushki” and Upgrade the Old Ones

    Yesterday, the Irkutsk aircraft plant general director, Vladimir Koval’kov, reported that OAO Irkut Scientific and Production Corporation has begun delivery to India of the last batch of Su-30MKI consisting of 10 aircraft. It is planned to complete delivery of the fighters before the end of this year. Then NPK Irkut intends to begin upgrade of airplanes delivered earlier. Analysts believe that NPK Irkut will be able to earn 500 – 600 million dollars in this way in the coming 2 – 3 years.

    In 2003, OAO NPK Irkut delivered documentation and engineering tools for Su-30MKI production in accordance with them to the HAL corporation. Agreements have been reached with the HAL corporation that airframe elements being produced in India can be used in the manufacture of airplanes in the interests of other states.

    Mr. Koval’kov noted that only the basic part of the cooperative program with India will be fulfilled with the delivery of the third batch of airplanes. The upgrade of airplanes delivered earlier will be the next stage – of 18 Su-30K, 10 Su-30MKI of the first batch and 12 Su-30MKI of the second batch. “We will begin upgrade as early as next year, and it will take place in India,” Mr. Koval’kov noted.

    France spends EUR 3 billion on Dassault fighter jets

    PARIS, Dec 7 (AFP) – France unveiled Tuesday the order of 59 nuclear-capable Rafale fighter jets from the French aeronautic group Dassault Aviation in a contract worth more than EUR 3 billion (USD 4 billion).

    It brings to 120 the total number ordered so far, including 82 for the air force and 38 designed for carrier use by the navy.

    All of the new planes will be designed to carry medium-range, air-to-ground nuclear weapons in addition to a range of other arms.

    The total number of Batch-3 Su-30MKIs delivered so far now stands at four with the remaining six to be delivered by December 20.

    India receives Russian fighter jets

    The Irkut aircraft corporation has entered into the final stage of implementing a $1bn agreement on delivering Su-30MKI fighters to the Indian Air Force, the company’s president Alexey Fyodorov reported at a press conference in Moscow. In total, according to the agreement with the Indian Defense Ministry, Irkut is to deliver thirty such fighters. At present, the corporation is delivering the third consignment that consists of ten fighters. The first four have already been delivered and the remaining six will be delivered by December 20, 2004, Fyodorov pointed out.

    First-ever war exercise in Porbandar

    RAJKOT: For the first time after Independence the Army, Navy and the Indian Air Force would jointly take up an integrated Operational Tactical Exercise at Madhavpur Beach, about 60 km from Porbandar, on Wednesday.

    Wing Commander Tarun Kumar Singha said that this was the first time that such an exercise was being held on the Gujarat coast.

    Singha said that exercise would involve operations by the Navy landing ships, tanks, amphibian landing by the army, aerial support that includes paradropping of troops by the IAF.

    The superintendent of police, Porbandar, Ajaykumar Chaudhary said that the three forces would begin their operation from Madhavpur beach and would treat Porbandar as enemy territory

    In the near future, according to 2000 Russian-Indian contract, the Indian Corporation plans to start the assembly of 140 SU-30MKI fighters, and AL-31F by-pass turbojet engines for them at the aircraft manufacturing plant in Nasik. Another large project will be the supply of the Al-55 engines designed by the Russian research-and-manufacturing association Salut for Indian-designed HJT-36 trainers. Salut and HAL also have another promising contract on the sales of the AL-31 engines for modernizing the MiG-27 fighter-bombers.

    ISRO says ‘no’ to satellite

    “We wanted ISRO to launch a satellite for the Navy but they say it’s not possible. Now, the force is looking at commercial satellites of foreign agencies to meet its needs,” say sources.

    But won’t this compromise security? Well, the Navy hopes India’s domestic infotech industry will be able to provide “suitable security overlays” to ensure safety of all the data which will flow on this “hired satellite transponder”.

    The Navy wants to network all its warships, submarines and aircraft with operational centres ashore to make a quantum jump from its “platform-centric operations”.

    “Information of a hostile action or target can then be shared by the entire fleet and command centres on land in real time…This will produce tremendous synergy and ensure the combined capabilities of all our platforms come into play,” says an officer.

    MAKS emphasis is on renewed rather than new

    There are several new variants of in-service types, such as the Su-27SM, upgraded for the Russian Air Force. The Su-27SM includes glass cockpit and improved NIIP N-001 radar, which turns the single-seat aircraft from an interceptor into a multirole fighter with a choice of precision weapons, including Kh-25, Kh-29 and Kh-31 series air-to-surface missiles and KAB500 guided bombs.

    The Su-27SM is based on design solutions trialled on the export Su-30MK series, notably the customised Chinese Su-30MKK. It uses an improved avionics package from Ramenskoye PKB originally developed for twin-seat aircraft.

    INDIA MAY HELP RUSSIA DEVELOP FIGHTERS

    NEW DELHI, December 2 (RIA Novosti) – Russia can independently develop fifth generation fighters in 5-7 years, but foreign capital can considerably reduce the timeframe, Anatoli Mazurkevich, head of the Defense Ministry’s main board for international military cooperation, told RIA Novosti in an interview.

    Fifth generation fighters have not been developed yet. He said that Russia could develop them with foreign countries. Russia has already made this proposal to India and France.

    Defense Minister Sergei Ivanov told journalists in New Delhi that most likely the fighters would be developed with India.

    “I am pessimistic about France,” Mr. Ivanov said. “We will have other plans with France.”

    Mr. Mazurkevich told RIA Novosti that Russia could decide to develop the fifth generation fighters alone.

    “We will develop these fighters anyway,” he said. “International cooperation would certainly help us, but we can do it ourselves.”

    IAF to go plane-shopping

    NEW DELHI, Dec 3. — The Indian Air Force is looking to buy 126 medium multi-role combat aircraft in the next few years and three models are being considered: the French Mirage-2000, the Russian MiG-29 and the Swedish Grippen.

    In January this year, the Defence Planning Board cleared, in principle, the decision to buy 126 fighters. The air staff requirements — or what is expected from the plane in terms of performance — were issued over six months ago.

    About 50-odd Mirages with the IAF will be upgraded and when that happen will depend on whether the 126 planes being purchased are
    Mirages. But the government is not particularly keen on single-vendor situations as this always leads to charges and counter-charges. If a number of vendors are involved, there will be no accusation of favouritism in the future.

    Meanwhile, about 60 MiG-29 fighters are also likely to be upgraded in the future. Special equipment is being considered for the mid-life
    upgrade.

    The Indian participation is also key to the Russians in their fifth generation fighter programme as most of the technologies are being mastered during the SU-30 MKI development phase. With the Indian strength in avionics proved to perfection in the SU-30 MKI programme, DRDO officials want greater assurance from the Russians for the fifth-generation programme.

    “We want bigger say in the SU-30 MKI upgradation and fifth generation aircraft plans. They should give us 50% of work in avionics and we also wish to have little more transparency when the Russian engineers interact with us,’’ said R P Ramalingam, director of Defence Avionics and Research Establishment, a unit of DRDO. For the SU-30 MKI avionics, the DRDO has supplied mission computer, display processors, hardware and software. For the advanced multimode radar, it has supplied the radar data processors.
