Why are they refitting Viraat? Is she being used only as a helicopter carrier since her Harriers are gone?

1200 combat planes in the Russian inventory? This is obviously a number on paper but how many are actually in airworthy condition ? They also hardly would base all 1200 just to the west to challenge Nato and completely neglect their other borders which are vast.
