Wrong, the intelligence here is totally incorrect / misleading. Well, no source nor figure is actually indicated so no wonder.For example, for France, the level of ammunitions available is public :
– cruise missiles (‘Scalp’) : stockpile : 500 ; used in lybia : 12
– precision missiles (‘AASM’) : 3 248 ; used : less than 300
– of/wich laser guided : 1 200 ; used : less than 100
– other less precision air to ground ammo (‘GBU’): tens of thousands
– aircraft engaged : 30 ; aircraft available at any time : 320.

This looks nowhere like running out of ammo for this particular country.

You do realize that the concrete bombs were nothing to do with running out of ordnance.
Inert weapons usage was a tactic used by western air forces over the years.
we used inert weapons during northern Watch and Southern Watch to strike targets that threatened our aircraft enforcing the no-fly zones. Specifically, the coalition used a precision, inert GBU12–a 500-pound, concretefilled, laserguided munition–to destroy selected targets without the blast effects of a live weapon. (29) The coalition employed them against threats that displayed hostile intent but were near schools or civilian structures, doing so to destroy active surfacetoair radar sites while limiting CD.

Tornado Detachment commander, Group Captain Simon Dobb, said: “We have the option of using these inert bombs.

As already pointed out the names are nothing to do with NATO. NATO is simply on the distribution list as the majority of the five nation Air and Space Interoperability Council (ASIC) are NATO members. ASIC only codename aircraft/helos. Other working groups, organisations and agencies name missiles, radars etc. NATO simply uses the list as a standard reporting format and doesn’t as an organisation codename Russian/Chinese equipment.

Those images from Kuznetsov appear to be from the late 2008 to early 2009 Mediterranean deployment.

The Baltic Fleet Tanker Kola appears to have been re-called or was on a different op. Kola is now heading North East into the North Sea after being hove to off France for a few days.

The following video from the Portuguese Air Force brings the tanker situation up to date. Along with the Sergei Osipov there are two other tankers. These are Dubna and Kama. All these tankers have been on previous Kuznetsov deployments in recent years.

Confusion as to where Kama was earlier due to the fact that Marine Traffic has the incorrect “Kama” image. That image is Northern Fleet Kama but the AIS data is another vessel named Kama.

Malta have withdrawn support for use of Valletta. In all previous Kuznetsov deployments Valletta has been used.
No Russian war ships will be refuelled in Malta, Foreign Minister George Vella said today, dismissing claims that the flotilla was planning a stopover on the island on their way to Syria.
Contacted by Times of Malta, Dr Vella would not, however, confirm or deny whether a request had been made by the Russians for a fleet stopover in Malta.
It is not known whether any request from the Russians was turned down on constitutional or ethical grounds.
It looks likely that the Kuznestov Group was located off the coast of Morocco. This position is a regular rest-up point for the Russian Navy. All other Kuznetsov deployments have used it.
Tug Nikolay Chiker is underway from that rest-up location.
