This is true because of how USAF set up the systems (radar, Fire control, etc.). The new F-15Ks and SGs reportedly will have the full F-15 fighter capability restored. In fact, because of shortages in the number of F-15s available in the future, there are plans in USAF to make the necessary software and computing changes to its F-15Es to put all the fighter capability back. And if the proposed new F-15E order materializes, they will have full fighter capability from the start.

Interesting arrangement. If that turns out to be true, then it could be problematic with the armament slung vertically like that. Should any missile below the upper row get stuck in the bay for whatever reason, it could prevent the launch of the others above.

Cant forget their PAK FA project. If I’m not mistaken the Su-35 is supposed to be a sort of stop-gap before the PAK FA enters service.
