Yes, they could.
A small towed floating communication array could give them GPS coordinates, satellite com, launching codes, controls for drones, missiles, UCAV-N etc..
But I would have the same negative aspect like a periscope or a snorkel.
Even if you make it stealthy, it could be seen by ships, aircrafts and satellite.

For such a small country, they have produced a lot of pilots.
I recall a programme on Irish RTE tv (a few years ago) about a food drop mission in Africa during the early 70’s (all organised by one priest!) which continued for several months, during which a lot of aircraft were fired upon as they landed, took off, etc
Ireland has no “real” airforce, too – I think they only have a couple of Pilatus PC 9.
Iceland has no air force. The Coast guard operates some rescue choppers, mainly from land bases but sometimes they fly off the rear deck of the coastguards gunboats. The Icelandic coastguard also opreates a Fokker F-27 maratime patrol aircraft that spends most of its time either on search and rescue missions or helping the coast guard cutters play cat and mouse with fisheries pirates. There are also a few small utility aircraft operated by the state. Finally the forestry department has an ancient DC-3 which is mainly used for revegetation of eroded land they used to operate a fleet of cropdusters for the same purpose but those have been (AFAIK) sold.
