    Some units use the locally designed and built Indian Small Arms System (INSAS) 5.56 mm assault rifle, but this is no longer being issued to frontline units due to unspecified “problems” with its overall performance in Kashmir’s cold climates.

    INDIA’S Comptroller and Auditor General (CAG) has taken the Ministry of Defence to task for the three-year delay in fulfilling the army’s plan to re-equip its formations with the indigenously developed 5.56 mm Indian Small Arms System (INSAS).

    In its latest report tabled in Parliament, the CAG noted: “The army’s plan was to equip its forces with these light arms by 1998 but the ordnance factories supplied only 275,000 rifles and light machineguns by March 2000.” The delaly led to the “avoidable import” of AK-47 rifles and ammunition worth Rs 85 crore (1 crore = 10 million).

    Senior army officers said the light machinegun underwent user trials in November 1987 and was cleared for troop trials, that were also completed by 1995. The army then served a bulk production order subject to modifications to the carrying handle, mount for optical sight, pistol grip and locking pin.

    The CAG report says that despite the army request to the ordnance factories that the weapon be cleared for induction by 1990, “development and establishment of the weapon lagged behind by eight years”. Against a requirement of 37,600 LMGs, the factory supplied 5,778.

    The army was also forced to cancel its planned acquisition of a carbine/special forces version of the INSAS after the small arms factory in Kanpur failed to even deliver after 13 years of research. There have been quality problems too. The army has complained of “cold arrest” of the rifles in sub-zero termperatures, cracking of components and barrel bulge in the case of the LMGs.

    There have been serious shortfalls in the supply of ammunition: Against the army requirement of 43 crore rounds of ammunition, the factories supplied a little over 26 crore. Another case in point is the Ordnance Factory, Varanagaon, which took 12 yeas to develop tracer ammunition for the INSAS.

    US offers Patriot; India interested in sensors
    New Delhi, Feb 4 (UNI) India has envinced interest in buying optical and electronic sensors for photo and radar imagery and other high-technology defence items from the US while the American side is open to the idea of sale of Patriot missile defence systems to India.

    A US delegation of defence companies, which is in India for DefExpo, today called on country’s top defence scientist and Secretary, Defence Research and Development Organisation (DRDO) Dr V K Aatre to explore areas of defence cooperation with India.

    ”We had a meeting with Dr Aatre today and he listed some of the high technology items India will be interested in buying from US.

    Some of the items he listed included electronic and optical sensors and sensors for photo and radar imagery,” Lt Gen (Retd) Daniel W Christman, former military advisor to US Secretary of State and now Senior Vice-President of US Chamber of Commerce said here.

    The US side is also interested in selling missile defence systems like Patriot to India. ”We are studying the possibility of supplying Patriot missile defence systems to India and it can be discussed during our interaction with Indian leaders,” he said.

    The US has mounted an impressive delegation to DefExpo and it will be meeting with Defence Minister George Fernandes and country’s military leaders. ”We are here to explore the areas of defence cooperation between India and the US in the wake of an agreement reached between the two countries to cooperate in civilian nuclear, space and high technology trade besides expanding dialogue on missile defence,” Lt Gen Christman said.

    Lt Gen Christman also tried to dispel the wide-spread impression that US cannot be relied up on as a long term supplier.

    ”Relationship between India has evolved over the last three years. Earlier because of sancions there could have been some impact on the supplies but we cannot dwell on the events of the past to predict the future,” he said.

    ”US companies understand that to be successful they have to be a long-term champion of reliable supplies to India,” Lt Gen Christman said.

    Only our Mirage ROSE and F-16s can designate with Atlis pods, F-7s may fly with these plans and act as PGM carrier

    Any future conflict is also most likey going to be of limited nature along the border and IAF is not going to have much trouble establishing local air-superiority. It will be sheer madness to send in A5s into that mix.

    Er….the IAF lost two fighters and a chopper as well though!

    as for A5s today they ae little more than cannon fodder for IAF fleet. infact most of PAF is little more than cannon fodder. the idea of sending mirages to the indian side of border is laughable. Mig29s, M2ks, Mig21UPGs, MKIs will make short work out of them.
    oh and did i mention all the EADs that will make life a living hell for your pilots?
    the A5 needs to go no doubt. but the IAF mig21 needs to go to. you dont always get what you wish for. i guess both sdes are stuck with some vintage aircraft for sometime.

    The problem I think may be that with the F-6 withdrawn from PAF service it will be difficult in jusifying maintaining an overhaul facility just for the A-5

    I am led to believe Thunder will have a PGM capability so it will be ideally placed to take over the A-5!

    Failing that, our ROSE Mirage 5s have , PGM, ATLIS, HOTAS, terrain following and FLIR, we have two dedicated night attack sqds of these, so thats why I think losing teh A-5 wont hurt PAF strike capability that much!

    Think of all those PAF pilots and engineers we waste mainting the A-5s in return for a very limited day attack capability!

    300 stored Cobras!? Yum,yum! 🙂

    Do you know if Pakistan plans to CNITE the additional Cobras like we have done with the 20 already in the fleet!?

    $300 million is not much , but the US have helped Pakistan with debt and injected funds into the economy, so the $300 million per year on defence in FMS is certainly not the whole picture!

    ISLAMABAD, Jan 1 (Reuters) – Pakistan will repay about a billion dollars of debt before maturity this month and also hold roadshows for its $500 million five-year eurobond in February, Finance Minister Shaukat Aziz said on Thursday.

    Aziz said the early repayment of debt would be made in “one go” at a ceremony by the end of January. Pakistan plans to repay 18 loans worth $1.078 billion before maturity to the World Bank and Asian Development Bank.

    “Pre-payments will have no impact on the reserves. We have been building this money and it will be in one go,” Aziz told a news conference, adding that Pakistan’s foreign exchange reserves stood at $12.14 billion.

    Early payment of loans is an important part of the Pakistan’s debt management strategy. The country’s foreign debt is estimated at about $35 billion.

    Pakistan has mandated JPMorgan, Deutsche Bank and ABN AMRO to sells its Eurobond issue this year and the roadshows will target investors in the Middle East, Far East and Europe.

    “The road shows will be held in February. Everything is on track, the documentation is in process. We are on schedule on this process,” he said.

    Aziz said tax collection in the first six months of fiscal 2003/04 (July-June) stood at 224 billion rupees, 11 percent higher than the target of 218 billion.

    He said improvement in tax collection showed there was robust economic activity, which apart from other macro-economic indicators, gave him confidence Pakistan would meet, or exceed, gross domestic product growth (GDP) target of 5.3 percent.

    The State (central) Bank of Pakistan in its first quarter review of the economy has also projected GDP growth at 5.4 percent, slightly higher than the target.

    Secondly I made the comment about the land because knowing global ecconomics as I do, I know that Pakistan doesn’t have the funds currently at it’s disposal for such a large purchase. And the fact that China’s stake in Kashmir is in the Pakistani side would give rise to future occurences of such a payment for such a large amount of modern equipment. So my basis for this statement was based on logic rather than idiocy!

    As for drugs my freind, I don’t touch them because I saw what it did to my brother!

    If International diplomacy was based on such “logic” Ja, we would all be dead many moons ago……

    I dont think I have ever heard of any country paying for planes by giving its land away!

    They don’t, they know too well what it’s limits are and that is well documented especially in Chinese articles.

    That’s right they are, which is why they are requesting 150 of them- the real question should be, how are they going to pay for them? The only answer I can come up with is a greater stake in landshare of Kashmir, something which the Chinese will take readily!
