I seriously doubt the subs will just sit at the docks, rusting. Parking a fleet of subs is not like grounding a squadron of aircraft.
Many things can happen in two months. There is no guarantee of success ask the Apollo 13 folks.
I’ll bet it has DSI too… I’m not expert on submarines, so I can’t comment either way. I would say that the U.S. has the numbers with subs. It will take the PLAN decades to build a navy that resembles that of the U.S.

There are no guarantees that the MiG-21’s weapons systems would be flawed any less. Even within visual range, I would put my money on the F-35 (HMCS).

Big difference between the MiG-21F, which did not even have IR homing missiles, and the modernized versions built in China. Still, the F-7M’s and whatever other versions do not have the significant BVR capability the F-35 has. An F-35 vs. MiG-21 (F-7) engagement would be over before it starts…

That’s a nice telescope, but there is more to the spectrum than visible light. When it comes down to that, the U.S. still has China beat. Besides how many telescopes does China have in orbit?
I’d consider the Belgian Air Component a ‘small air force’. Just because it is well-equipped and trained, doesn’t make it any bigger. They’re bound to get some real add-on capability with the A400M and who knows, but they might end up with F-35’s, albeit a smaller number, to replace the Falcons.
It would also seem futile to compare the F-35 and the MiG-21F (or any variant for that matter). Apple and oranges, completely.
