Taiwan would have to develop nuclear weapons in defiance of a current nuclear non-proliferation treaty. I think that would bring even more political pressure down, from both sides.
Isn’t the U.S. selling AH-64E to Taiwan? I know it is a different than an F-16, but the U.S. is still in the process of selling Taipei arms. Besides they are F-16’s, not the F-35 or even the F-15E/SE. A decent pilot in an Su-27/30 will be able to handle an old F-16.
They could be dumping fuel. The saddle-bag hosts fuel and the cabin heater, on that side. Someone took a decent risk in taking that photo. This could also be a prop from an upcoming movie as well. Photos coming out of the DRPK are not that good, usually.
On what basis? Does China have U.K. and European politicians in their pockets too? France sold Taiwan the Mirages in the first place. I have a hard time believing they would turn down a sale for the rafale.

France has been Qatar’s primary supplier for fighter aircraft. They did operate the Hunter way back when. I see no reason why they would change now.
