To what end? What would a no fly zone accomplish? A safe corridor for people to conduct themselves out of war-torn areas? U.S. / NATO forces would only just be able to enforce a no fly zone.
2, 5 operational aircraft are hard to justify except for that one occasion where an aerial threat does avail itself. One or two MiG-21’s can intercept and divert a hijacked airliner or other aerial threat. Serbia is not going to win an air battle against any credible threat, but they maintain the fast-jet capability. Once that is lost it is even more expensive to get back. …and the MiG-29 is the wrong type of jet for Serbia.
I would go for withdrawing all USAF and subsequently U.S. forces from Europe. Maintaining a token force for deployment support may be prudent, but the Europeans can defend themselves. Its a pipe dream, but one can dream…
If I had to choose between the two, I would go with the A-10. The biggest benefit to the A-10 is the gun, by far. However, The F-16 and F-15 also has a gun. The Apache, which often work in concert with the A-10, has a big gun.
