No more chance than using any type of vehicle to attack a target I would guess –
Common Sense – Afraid with the drones they are easy to buy and easily flown straight from the box. You find a lot of people with little model experience are taking them up with no idea on any of rules and regs. They can and do have fly always so even someone flying on the edge of a restricted area following the rules can end up in trouble – this applies to most form of RC equipment.
Though as most of the bigger models are fitted with GPS these could all be set to not fly in restricted areas by default?
Good models shops normally explain a lot before selling models but with Internet buys a different story so maybe enclosing some details on the rules and regs should be shipped with each model.

Co-axial helis are ok for indoors but anything other than a light breeze outside they are pretty much useless.
Are you looking at trying some shots out or good quality?
A quadcopter or similar would be your best bet – I have tried a 450 size heli with a camera and to much vibration for any real quality shots.
There are several on the market – common at the moment is the DJI Phantom that comes in a couple of versions – the fc40 one has a reasonable camera (downside is that the live feed jerks when recording) that beams to mobile/tablet and runs off common size lipo batteries. There is the vision with a better HD camera – or buy and fit go pro, runs on a lot more expensive batteries though.
Lots of other quads – blade etc that you can fit camera of choice?
A cheap choice – with quality to match but fun is a small hubsan quad with a key chain camera on.
£300-400, next lot is a mounted prop tip from same aircraft with same estimate.
