Ultimate Traffic is one of the better addons around. I use it, and once I’d read the manual etc.., it was easy to use. Charter airlines like you’ve mentioned are not included with UT, although there are many FPs for them on the web which you could import into the program.
Creating from scratch is probably best if you have the time & patience:)
