They are the Incident files, all on microfilm or digital now, I hope. I used to go through them at Chelmsford records office in the early 70s. I know someone else had piles of them over Billericay way, they were going into landfill about 20 years ago.

Well I did some work years back in a prison, unless you have seen it with your own eyes, listened to it, smelt and tasted the place no one can ever imagine what it is like.
Now the problem is with absconding is that they give the worst ones the opportunity to do so.
    CONTROVERSY NOW.
They let out hardened criminals but sex offenders, the lowest % of re offending are not entitled to home leave as it is perceived that an uproar would occur within the press etc, so a high level murderer/armed robber would be afforded home leave but not a family man who had some images of fully clothed 15, 16, 17 year old (classed as children of course)
I am not saying that sex offenders should be allowed out I am merely pointing out who is allowed home leave and who is not.
I cannot see any good reason to be allowed out before your earliest release date,
The government should act by having halfway houses for the high risk who upon reaching a date and time must be released (unless on IPP indeterminate sentences) A majority of sex offenders have to go to these for at least one month. to ad insult to injury, the one in Basildon Essex overlooks a school !!! Can you believe that?
And just one thing, a lot of prisoners are not bothered about being put away time after time, it gives them a few months away from home without responsibility, I could go on for hours about this subject including.
    How drugs get into jails
How mobile phones get into jails
Corruption by inmates and staff ( I did send in a very long report of which I was told to destroy or be seen as causing trouble for on high)
The moving of inmates between prisons when the inspectorate is visiting ( move baddies who will spill the beans out and replace with Mr nice guys)

Because of the way prisons are run by the ministry with all the rhetoric and kerfuffle clouding the truth, and I tell you know its going get worse before it gets better, 2 and 3 sharing a cell made for one, 13 foot by 7 foot, a garden shed for 3 is just a hornets nest of stingass waiting to kick off.

Anyway, my 4 pence worth said.

Yes Jim, the should not get home leave, also if you re offend, IE commit another crime, (not breach a condition) they should have double the sentence, do it a third time treble the sentence.
You have to have probation hostels as to let someone out after two or three years away is madness to let them fend for themselves, the convict will say they are ok, but its a big stress point as most think they are being looked at and everyone knows they have just come out of prison.

The biggest problem in re offending is that the courts can only send them down for what the guidelines say instead of being able to be an unlimited time unless they are considered dangerous and then the judge can impose a indeterminate sentence for public protection, (IPP) which meens they have to be assessed before release and not at halfway point.

The reason there are so many people crashing the website is.
1, when you sell a vehicle the VED stops dead and you get a refund,
2, when you purchase a vehicle it will come with no VED.

So,,, instead of 10 cars being sold second hand all with VED remaining all ten cars need to be issued a new road fund and all ten may need refunds, so now you have 20 transaction for the sake of actually none if all the sold cars had already got a road fund.
They have created a problem that was not there on 30th September. this will not be a money saving event for DVLA it will compound and cause a further costing.

The amount of vehicles without road fund or insurance will go through the roof and I will explain below how you will no longer need to tax or insure your vehicle and pretty much be 99% sure of not getting found out unless you have an accident.

    Scenario.

You have a red Landrover Discovery 2006, Red, Reg AT06 LRD

When you are driving around you spot another vehicle exact spec as yours, note its registration plate.

Go North Weald market or similar and get a set of plates made with the spotted vehicles reg for 30 odd quid.

put on your own vehicle and you now have a ANPR busting legal car and a massive saving of maybe 500+ quid to spend on air polluting liquid.

As said in previous postings, put it on the fuel, have a Tax disc in your window, and one for the MOT and Insurance, yes they can be faked but they can be seen and maybe interrogated.

Yes in the old days they called it “ringing” and its does go on but this new move brings it so much more easily into the realms of anyone can do.

    Just a thought.

Ps, no I do not own a Landrover.

Honey traps, entrapment, its going on everyday in this country and it has spilled over from the good ole US of A.
Here in the UK we do not have entrapment laws so it is an easy thing to set up.
Look at it this way, you start by finding someone may of buried some aircraft in a far off distant land, you do not tell any one but it could be the truth but also it could be a trap. These things can be set up for financial gain or just to upset the apple cart for a front page story.
There are plenty of chat rooms with police officers portraying themselves as young girls to entice the naughty man to start talking to them with the intention of getting you to meet up and arrest, a good thing or a bad thing? Would the man really try and meet a 14 15 year old in real life? maybe, but in the realms of the internet it is made easy as you are detracted from reality and an easy catch for the police, did men really go for under 16yr olds like it seems to be being played out? I doubt it, the girl would of told him to Eff off for sure, my mum wont buy me a new phone is a common use by the undercover officers to get the guy to say ” oh I will get you one” to me if you put bait out there you will always catch something no matter what it is, cars. mobile phones, women, all can be used as prey. right or wrong? hmmm.
We have seen the tabloids set up pop stars etc with fake drug deals to, whats it prove? nothing.
Brooks Newmark was obviously in that detached part of reality with this journalist who had created an image using another woman’s photograph, this to me was also wrong and the journo should be exposed for what he did.
are ll people are stupid who fall for the tricks? Been enough in the press over the years.
