The state department distanced itself from the news report saying in response to a direct request to confirm or deny it, “As a matter of policy, the Department does not publicly comment on details of government-to-government agreements on end-use monitoring of US-origin defence articles.”
And it went on to reiterate its stated policy on Pakistan: “It is important to note that since January 2018, the United States government has suspended security assistance to Pakistan.”
you forget the Tejas is a delta… you can’t just put flaps on it as they’d make the aircraft pitch down.
To get to an acceptable approach speed Dassault had to develop close coupled canard configuration… India is far from there. As a result, it has to take off with a higher speed as well, which means require higher acceleration… at some point you can’t reduce weight anymore as you need strength as well… and so on
You forgot Naval Tejas has Levcon. And what is hulla bullao on the statement of Naval Chief. Its known for quite some time that LCA MK 1 navy will not be inducted. Its only going to be used for maturing some technologies, components for MK 2 version, which is the version, the navy is interested in. LCA MK 2 Navy is the version which is suppose to iron out excess weight and also have more powerful engine… And this information is known for quite some time. And Naval chief statement is inline with same, only to be blown out of proportion by import lobby via their plants in media

If, as a customer, I walk into the same showroom day after day, week after week,…, year after year, saying I want to buy this car but I can’t sign the contract right now because of XYZ, am I really protecting my rights as a customer or am I just not able to afford what is readily available?
Wrong analogy! Here the showroom people are visiting customer at his/her home and trying to settle on OTR price /Loans/Discounts and additional benefits. If the showrooms guys feel , the pockets of customer our not deep enough a) They have not done their homework well b) They are free to cancel the negotiations and simply stop coming to the customer. Customer is free to take its business elsewhere to another dealer selling cars of other make. However Showroom guys, knows customer very well as the customer is known to make expensive purchases and upgrades for its existing fleet of cars regularly from them, and they know the intent of customer is serious and they risk loosing this order and possible future additional orders, if they don’t take customer seriously. None of the either party is being held under a gun to complete the deal hurriedly. Seller and Buyer, both will try to get the best deal, with best possible terms and conditions for itself.
The performance of Rafale is known. Either you like it or you don’t. If you don’t like it, don’t buy it.

Just like Several test drives of your fav Renault Car model in a showroom, does not lessen or increase your chances of getting a lemon piece delivered. So if you indeed get lemon piece, and If there is no lemon law to protect you as customer, you are screwed financially.
Similarly India as a customer has right to set terms and conditions to cover its losses, if a defective equipment gets delivered.
Don’t talk about 20 year projections because in the real world they don’t mean **** other than in general trends. For example, a big component of the projected operating costs of the F-35 are on-going software development and maintenance….anyone that can be certain of future software costs has never worked on a real project…..that is aside from the fact that there aren’t enough F-35s flying over many years with a fleet that can give actual operating costs to work out meaningful hourly rates…..buying it is one thing and operating it is another (something to consider for smaller countries not spending $600 billion a year with a 500 tanker fleet as part of its operating doctrine).
For example, you posted best characteristics for CAS aircraft (look up your posting history)….would suit cheap planes like Scorpion etc., long loiter time, cheap operating costs etc. etc. but at the same time can’t admit using a $100m F-35 with expensive operating costs, short legs etc. is overkill.
Replacing so many types F-16, F-15, A-10 etc. means compromises and the costs are not justified.A huge engine like the F135 on the F35 cannot be hidden no matter what new strategies are adopted to mitigate heat signature of the exhaust just based on simple physics. The F-35 is not all aspect low observable….the plane has to ingress, drop its bombs, then has to get the hell of there with an engine of forty-odd thousands pounds of thrust that is pretty hard to hide with ever improving strategies to counter.
Another example: you keep peddling the F-35 to India (including on other forums)….wake me up when America has a strategic relationship like India has with Russia, and starts delivering Virginia class nuclear attack submarines to India! Russia supplied the technology for miniaturised nuclear sub reactors, supplied nuclear attack Akula II subs, plus other goodies like Brahmos (forget the notional 290km MCTR limit!). That’s not to say the US won’t have a strategic alliance in the future (if only to counter China); or F-35B won’t be bought (only because no other VTOL replacement for the harrier).
With the Rafale, India gets to maintain its freedom of movement with no strings, including nuclear strike (giving a wide array of nuclear responses, not just inflexible nuclear ballistic missiles), with the added bonus of Rafale M available if required to supplement air wings on the new carriers. The Rafale is more than good enough to deal with most local threats for the foreseeable future. Later on, PAK-FA and indigenous 5th and 6th generations will only enhance India’s potent defence force.
Eventually, India will do well with latter versions of the LCA….increasing production to 16 a year is the first step…..the original was a meter too short….the requirement to fit HAS and other infra based on the small Mig-21 footprint made it hard to pack in a lot and limiting development potential….the recent partnership with SAAB will help develop the LCA to its full potential speedily without having to re-invent the wheel….mark 2 and 3 will be really potent.
The involvement of the private sector will help future development….state owned HAL was starved of funds and that won’t be a problem for billionaires like the Ambanis and Tatas who want to make even more money! (nothing wrong with a company wanting to maximise profit…..that’s their reason to exist…just ask Lockmart!).

The indigenously developed Samtel-HAL HUD you mention could be the one installed in LCA Tejas, though, as it does not resemble anything I have seen elsewhere..

So you mean to say who ever writes an analysis has to first prove himself as a designer or a builder first? I guess many analysts worldwide would be rendered jobless … not that its a bad idea. By the way India did design trainers before (HPT 32, Kiran). Their IJT is not proving to be success, but then every nation has tasted a lemon in during its aeronautics development history hasn’t it?
India has its own radome, LCS was not flying without radome all these years. Now its does not have tech to build quartz radome, which by the way IIRC efforts are on to indeginize….
Not much is known about performance of compressor blade hiding blocker used in Pak FA. I mean IIRC if some earlier reports are to be to be believed, even supposedly IAF
has concern about the same.. More will only be known when India gets its hand on a prototype.. For all we know Russia may or may not have a better solution than F 18.
