Hmm the airforce would have to be quite small, but have multi-perpose use. For example BAE Hawks can function as supurb trainers, but can also be equipped to carry Sidewinders and a 20mm cannon. Perhaps some Strikemasters. F-18 Hamburger’s idea of a military base is sound… but why stop there? have a multi-national airbase where airforces can station with attack aircraft (Tornado F.5 and MiG-29’s etc). Then lease your training facilities to any country that wants it.
Transport-wise, A few An-72 Coalers could carry (limited) disaster relief, while some F27 troopships could be utilised by the Countries civil airliner fleet. Sound ok so far?
