(i) French MinDef specified since that France still has a 12 reapers target, the number of 16 was given by pentagon “just in case” not to have to go to a second FMS procedure.
(ii) France do not intend to order all the equipment listed (same reason)
(iii) only the two first would be complete US systems, rest would have European input, including satcom.
Present flight hour cost is around 5000/6000 $ atm in french airforce (recent A&C article)
These costs include amortisation and depreciation lol!

OTTAWA — Canadian diplomats and military officers posted abroad were encouraged to downplay a scathing report by the auditor general on the F-35 stealth fighter in discussions with their foreign counterparts last year, emails show.
At one point, they were even instructed to refer to the criticism as a “bureaucratic” issue rather than a substantial problem.
Interesting as there’s under 50 of these in operational service and the Indians are just as likely to hang bombs off them as they are A2A missiles..

I’m not sure the term stall still exist for SU35. awesome. On the other hand i’m not sure its useful in A2A (lose of energy) except probably in order to counter missiles prdictive models (which is important). In 2015 tell me, i’ll have a Dassault Chalet access for you!
