Can anyone tell me why the rocker shafts rotate? Were they used as accessory drives at the other end or something?

As David said, they are indeed for accessory drives, but the shafts themselves don`t rotate, the gears run on bronze bushes. The rocker shafts are keyed into the rear pedestal.
It`s a question that comes up very often.
