I stated the possibility it may have been seen as more of a risk, as the other people who approached it didn’t know that it may have dropped off of the baggage truck at first. Untill looking closely they would have seen the attached flight code strip thing, and noticed that it had been on a flight.

It’s a possibility that the bag has been placed there by someone using their airside pass to their advantage. Can’t be too careful nowaday. We have had several newspapers show the slips in security at our airports.
