)Prime Minister Manmohan Singh’s trip to Arunachal Pradesh to woo voters ahead of Monday’s assembly elections came despite Beijing’s serious concerns, China’s foreign ministry spokesman Ma Zhaoxu said in a statement posted on the ministry’s website.
Reacting to China’s statement, foreign minister S M Krishna said, “Well, regardless of what others say it is the Government of India’s stated position that Arunachal Pradesh is an integral part of India. We rest at that.”
The ministry also said in a statement that New Delhi was “disappointed and concerned” over Chinese objection to Prime Minister Manmohan Singh’s visit to Arunachal Pradesh.
“Arunachal Pradesh is inalienable part of India, and China is aware of this, said external affairs ministry spokesman Vishnu Prakash.
“The Chinese statement does not help the process of ongoing negotiations between the two governments on the boundary question,” he said.
Earlier, the statement from China said, “It is strongly dissatisfied with the visit to the disputed region by the Indian leader disregarding China’s serious concerns.”
“We demand the Indian side address China’s serious and just concerns and not trigger disturbances in the disputed region so as to facilitate the healthy development of China-India relations,” the statement said.
Manmohan Singh had toured and addressed an election rally in Arunachal Pradesh on October 3.
The protest reflects enduring Chinese sensitivities over the mountainous state, which shares a 640-mile (1,030-kilometer) unfenced border with China.
The Asian giants fought a border war in 1962 and the frontier has yet to be settled despite 13 rounds of talks on the issue.
China claims the region as its own territory and has never recognized a British colonial-era border known as the McMahon Line that designated the region as part of India. China also occupies a chunk of territory in Kashmir that India regards as its own.
Most recently, China sought to block part of a loan to India from the Asian Development Bank earmarked for projects in Arunachal Pradesh. Beijing also protested a visit to the region last month by exiled Tibetan leader the Dalai Lama, to no avail.
China’s protests and continuing claims have fueled Indian fears of military aggression, prompting calls for New Delhi to reinforce military units on its side of the border.
India says China is illegally occupying 43,180 sq kms of Jammu and Kashmir. On the other hand, China accuses India of possessing some 90,000 sq km of Chinese territory, mostly in Arunachal Pradesh.
China earlier this year had also taken objection to Manmohan Singh’s visit to Arunachal Pradesh, and had informally protested. Singh visited Arunachal on January 31 and February 1 this year, a few days after returning from a trip to China.
Singh’s reference to the state as “our land of the rising sun” at a public rally was objected to by China.
China apparently saw it as India’s assertion of its claim on Arunachal, which it claims is a “disputed territory”.
Responding to China’s objection, the then external affairs minister Pranab Mukherjee said, “Arunachal is an integral part of our country… Therefore, it is obvious the Prime Minister will visit any part of the country”.

BrahMos to be deployed in Ladakh
11 Oct 2009, 1813 hrs ISTIn a bid to deter China and bolster India’s defence along the Line of Actual Control (LAC), India has plans to have BrahMos supersonic cruise missiles in Ladakh, Jammu and Kashmir. These missiles have a range of 300 km and in case of a Chinese offensive, would be able to hit tactical and strategic targets in Tibet. They would be able to fly over the mountains and hit targets and are very fast and almost impossible to counter. BrahMos is a two-stage missile. It is nine metres tall and weighs 3.9 tonnes with the canister. It can be launched from ships, silos and road and rail mobile launchers.
It has a strike range of 290 km and can carry a conventional warhead weighing 300 kg. This is apart from the plans to have tanks in Ladakh, also more choppers, infantry and more troops. The area has been found to be level, being a plateau, and tanks can be used there. The idea is to build a counter offensive capacity. Also, troops outside Kashmir will be earmarked for Ladakh, if necessary. The BrahMos project is a joint venture between Defence Research and Development Organisation and Russia’s NPO Mashinostroeyenia who have together formed the BrahMos Aerospace Private Limited.
The supersonic missile travels at the speed of Mach 2.5 to 2.8 and is the world’s fastest cruise missile. It is about three-and-a-half times faster than the subsonic Harpoon cruise missile of the United States. BrahMos claims to have the capability of attacking surface targets as low as 10 meters in altitude. It can gain a speed of Mach 2.8, and has a maximum range of 290 km. The ship-launched and land-based missiles can carry a 200-kilogram warhead, whereas the aircraft-launched variant can carry a 300-kilogram warhead.

Why would you place Brahmos so close to the border to China, it is the first thing china would go for in any confrontation.
A 1997 report by the Air Force National Air Intelligence Center stated that the CSS-5 was being deployed in Chinese border areas to provide coverage of Russia, Central Asian, India, Japan, Korea, and the Philippines. The CSS-5 and CSS-2s are deployed at Tonghua, near North Korea; at Lianxiwang, near Taiwan; at Jianshui, near the China-Vietnam border; and at Datong in central China.
The number of CSS-2 sites will likely be reduced, since the United States no longer operates bases in the Philippines, and DF-15 [M-9] short-range missiles deployed along the eastern coast can be used to cover targets in Taiwan. The DF-21 deployments have been limited to areas closer to China’s borders to ensure adequate target coverage of areas previously covered by the DF-3. In areas deeper inside China, where longer range is necessary for target coverage, DF-3 activities are relatively high, indicating the missile could remain in service in these regions until new missiles such as the DF-21 [CSS-5 Mod 2] are deployed. The government is there to ensure that the basic needs of the people are met and served to the people, they are not the Country. If a Citizen of a country sees that his country is doing evil by way of its people, it is his duty if not right to stand up against that government.

Trying to work out and compare efficiency and range of a Aircraft based on its engine weight and by pass ratio alone without taking into account pitching moment and L/D ratio of the wing is pretty much a waste of band width.
You also have to remember that having canards (Typhoon) is not only about high angles of attack they also have ensure that the pitching moment is in a direction that would benifit the total lift generated.
you would have also have to take into account the compression ratio of the high pressure compressor.

India-US Military Relations Growing Rapidly

WASHINGTON — For decades, India mostly depended on, first, the Soviet Union and then Russia for its military supplies. But as the Cold War ended and India’s relations with the United States began improving during Bill Clinton’s presidency, New Delhi gradually increased its military cooperation with Washington. Both New Delhi and Washington have said their relationship is not aimed against India’s arch-rival Pakistan. Today, besides holding joint military exercises with the U.S. military, India has also been buying U.S. armaments worth billions of dollars.
The latest India-U.S. defense deal is the sale of this Airborne Early Warning aircraft, Hawkeye E-2D, developed by American arms manufacturer, Northrop Grumman. Woolf Gross, the corporate director at the company, says the reconnaissance plane has yet to be introduced in the U.S. Navy. Its sale to India, he says, is a symbol of how close India/U.S. military relations are.
“So they [the Indians] could have advanced Hawkeyes in India about the same time that the U.S. Navy becomes fully operational with the same aircraft,” he explained.
During Secretary of State Hillary Clinton’s visit to India in July, the two countries agreed on the terms of such high technology sales to India.
India’s Ambassador to Washington, Meera Shankar is optimistic about future cooperation. “Our militaries once unfamiliar with each other now hold regular dialog and joint exercises in the air and on land and sea. We coordinate anti-piracy efforts and have worked together on humanitarian missions. Our defense trade was negligible a decade ago. We placed orders worth $3.5 billion last year and it could grow even more in the future,” Shankar said.
Since joint exercises between the two countries are expected to grow, it is better for India to buy equipment that is compatible with the U.S. military, says Walter Andersen at Johns Hopkins University. He says India imports most of its oil and gas and other merchandise by sea, and India is in favor of holding more joint naval exercises.
“And there is real and present danger from growing threats of piracy both on the eastern and western ends of the sea lanes coming out of the Strait of Hormuz carrying oil and gas. And also on the Horn of Africa as well as the Somalia coast where there have been real problems,” Andersen said.
In the wake of last year’s Mumbai terror attacks, Andersen says India is also keen to get help from the U.S. on how to combat terrorism. India blamed the attacks on a Pakistan based militant group known as Lashkar-e-Taiba.
The group is still intact and determined to repeat the Mumbai terror attacks, says Michael Leiter who heads the Counter-terrorism Center in Washington.”I think it is worth noting that in Pakistan, Lashkar-e- Taiba, an al-Qaida ally, continues to pose a threat to a variety of interests in South Asia. The group continues to plan attacks on India that could have major geo-political consequences for the U.S. fight against terrorism,” Leiter said.
The Mumbai terror attacks were a “wake up” call for India, says Woolf Gross at Northrop Grumman. He says as India shores up security on its coasts, it will also be a large market for U.S. anti-terrorism equipment.
“Speed boats to patrol the coasts in very short range and larger ships further out on the sea constituting a better and broader-based patrol capability as well as operation centers that are geared to share information and provide information back and forth,” Gross said.
Military analysts say the ongoing military cooperation between India and the United States is bound to grow as India plans to spend billions of dollars for modernizing it defense capabilities. India, they say, is preparing for short term threats from Pakistan and long-term deterrence against China.

Extension of Defence Cooperation Agreement by Ten More Years to Top Agenda

The Defence Minister Shri AK Antony will be going on a three day official visit to Moscow on 13 October to attend the 9th meeting of the India-Russia Inter Governmental Commission on Military Technical Cooperation (IRIGC-MTC).
The IRIGC-MTC meets annually, alternately in India and Russia, at the level of the Defence Ministers of the two countries to review and discuss matters relating to the bilateral defence cooperation between the two countries. The meeting to be held on 14-15 October will be chaired by Shri Antony from the Indian side and by the Russian Defence Minister, Mr. AE Serdyukov from the Russian side.
The extension of the existing India-Russia Long Term Inter-Governmental Agreement on the programme for Military Technical Cooperation for a further 10 years, from 2011 to 2020, will be the main focus of discussions during the meeting of the commission.
India and Russia had concluded an agreement in December 1988 which envisaged a programme for defence cooperation between the two countries up to the year 2010. The extension of this programme beyond 2010 has been under consideration and this matter had also been discussed by the Prime Minister Dr Manmohan Singh during his meeting with President Putin in Moscow in 2007.
Both sides have, since, been working towards finalizing the programme for defence cooperation beyond 2011. The anticipated discussions at the commission level would pave the way for conclusion of the Agreement during Dr Singh’s forthcoming visit to Russia in December 2009 for the Summit meeting between him and President Medvedev.
In addition to the consideration of new areas for potential defence cooperation between the two countries, both sides will also be focussing on ways to step up progress in important on-going projects which are expected to reach significant stages of activity in the coming years.
The indigenous production of the Russian origin T-90 S tanks at the Heavy Vehicles Factory, Avadi, under license from the Russian side will be one of the major on-going projects, in which the Russian side is providing technical and product support for the indigenous production of tanks.
The modernisation of the SU 30 MK1 aircraft is also expected to come up for discussion in the Commission’s meeting. The aircraft, contracted in 1996, are due for overhaul shortly and the Russian side has offered an upgrade of the aircraft with incorporation of the latest technologies during the major overhaul.
The continuation of the India Russia Joint Venture BrahMos is also likely to be discussed, in the context of on-going discussion for the development of the next generation hypersonic Cruise Missiles – BrahMos-2 and the on-going proposal to coordinate the BrahMos with the SU 30 MK1.
Among the major new projects which will be high in priorities of the Indian agenda for bilateral defence cooperation between the two countries, will be projects for joint design and development of the Fifth Generation Fighter Aircraft (FGFA) and of the Multi-Role Transport Aircraft (MTA).
The co-development and co-production of the FGFA with Sukhoi Design Bureau Russia has been progressing, with several rounds of discussion already completed to finalize the technical requirements. During discussions in the meeting of the Commission, Shri Antony would highlight New Delhi’s interest in ensuring that the development phase of the FGFA is completed by 2016,as originally anticipated and that induction of the aircraft into the IAF can start by 2017.
Both sides will also review the progress on the MTA, on which the Inter-Governmental Agreement had been signed during the visit of Dr Manmohan Singh’s to Moscow in November 2007. Both sides have been discussing the formation of the Joint Venture company which would execute the project involving design, development and production of the Medium Transport Aircraft in the 15-20 tonne class to meet the requirements of the Russian and Indian Armed Forces. Both sides are likely to conclude the Agreement to form the JVC shortly.
The Defence Minister’s delegation to the IRIGC-MTC will include the Defence Secretary Shri Pradeep Kumar, Secretary (Defence Production) Shri RK Singh, DG (Acquisition) Shri SK Sharma, senior officials of DRDO, Ministry and the Armed Forces. A Protocol incorporating the various aspects of current and future Indo-Russian bilateral defence cooperation will be signed at the conclusion of the meeting.

Well, it’s quite possible that US put its IRST into a fuel tank with a good reason. The “secret” of a long range IRST is in high resolution CCD of course, but in appropriate cooling as well.
So, it’s quite possible that current F18’s IRST installation had much more to do with cooling, required to give IRST desired performance, than practicality or cost or whatever.
Make perfect sense may allow extra cooling of the IRST but it does give it limitations.
I have seen some pretty decent sensor from a German Uni, and I would even retract statement with respect to the Typhoon getting help from russians for its IRST as I only knew that from a conversation with BAE engineer who came to a college event during my Aero Beng final year and that seems like a 100 years ago now.
Kindly tell me what you mean by first generation IRST pod. I think it will be far more capable than the system on the MKI for example.

There may be IRST’s which may be better than the one on the MKI but it is probably the one flying on the Typhoon, simply because BAE worked with the Russians in the early days to develop it!

Instead of modifying the Super Hornet’s airframe’s structure or wiring, the partners will be taking an unusual route: modifying a 480 gallon centerline fuel tank to carry 330 gallons of fuel + the IRST system. This approach would also allow refits to existing Super Hornets, and indeed to all “teen series” fighters in the US arsenal, once software integration is performed for each aircraft type.
The drawback to this approach is that a centerline tank with IRST needs to stay on the airplane in combat, compromising its aerodynamic performance and radar signature.
The 3 industrial partners in this effort are Boeing IDS, Lockheed Martin Missiles and Fire Control, and General Electric. First production deliveries of F/A-18 E/F IRST systems are expected in 2012, with initial operational capability expected in 2013.
Ok so buy an combat aircraft that is aerodynamically challanged in the first instance and then stick a 330 gallon fuel tank on it and keep it during Air to Air combat to make it easier for the other guy!

Although the service has been upgrading the fighter’s radar, and the latest version (the APG-79 with active electronically scanned array) should have enhanced ability to nullify hostile jamming, Navy officials are worried about the proliferation of X-band electronic countermeasures systems, which could degrade radar performance. In particular, China’s expansive spending on electronic warfare equipment is being carefully monitored. F/A-18 prime contractor Boeing has chosen Lockheed Martin to provide the sensor. A first prototype is set to be tested on a Super Hornet early next year through a company-funded risk reduction and capabilities demo effort. Enhanced versions of the AAS-42 electronics and optical units used on the F-14 (already available on South Korea’s F-15K) will be repackaged in a modified 480-gal. fuel tank. The equipment will also feature an off-the-shelf thermal control unit.
Boeing opted for a podded solution to save money. “Originally, we considered integrating the IRST into the aircraft fuselage, on the upper nose, or on the gunbay doors, but these solutions required significant structural, electrical and cooling system modifications and, in both cases, called for relocating existing antennas,” says Chris D. Wedewer, Boeing’s F/A-18E/F IRST program manager. “We also investigated the possibility of putting an IRST pod on the right fuselage station, opposite the fuselage-mounted Raytheon [Advanced Targeting Forward-Looking Infrared] targeting pod, but this option came with too many operational limitations in terms of field of view,” in particular when weapons are being carried, he adds.
Those limitations drove the decision to place the sensor on the centerline weapon station, traditionally the spot for the fuel tank. Since a fuel tank has already been cleared for that station, using such a device to house the IRST was seen as the next logical step. The IRST will also function as a fuel tank, with a part of a pod still able to accommodate 330 gal., Wedewer notes.
Yes there are significant room for improvement and I am glad that they are doing that in a great manner with all types of radars available. As far as I know other than Rajendra, we have Rohini 3D-CAR(100 projected 20 ordered), EL/M-2083 Aerostat radars (total 6), GM-403 LLTR (total 19), EL/M-2106 NG LLLWR (total 20), Bharai LLLWR, Aslesha LL3DR, INDRA-2 and limited number of MASTER-A/MASTER-T radars. In addition to that India acquired 2 GP from Israel and producing 50 LRTR radars. Future LRTR-2 going to have a range of 1500 km. Actually how many LRTR currently India have I don’t know. There were also satellite based early warning system under planning but I don’t know their current status.
Yes they are fully integrated across the country under the project IACCS from field tactical level to airbase level to Command HQ level to Air HQ strategic level, atleast as per plan this should be commissioned by 2008. Also in 2005/04 Dr. Saraswat himself mentioned that India going to netwrok all the civilian and military radars by 2008.
Some time ago some limited number of journalists were invited to Eastern Command HQ, Meghalaya for watching some of the capabilities exists there, specially how they intercept a fighter aircraft along hilly Tibet border. It was really good atleast as per mentioned by the journalists. But the IAF have completely changed now. According to earlier reports, IAF had plan to field AEROSTAT and various other new radars along N-E border areas. Note new radar acquisitions by the IAF they are specially mean for rugged terrain regions.

I did not think that the Defense network had been fully integrated with a command structure or station being able to see data from not only the ATC radards but also IAF radars at any point in the country. I was also not aware that this had been connected into a net centric SAM system.
Does India really have enough radar sets to give good cover?
