    Or they could be just pushing the indians to go for the Russian Mig 35 so that they can some how do economies of scale and let india off from paying the extra costs! clever and shrewd, must be a guju working with the russians.

    So does this mean India would have to right its own code? This may already have been known or guessed by most people but it the USA would basically control what weapons fighters sold to India could carry.

    Yes Brahmos falls withing MTCR but what about future versions?

    The F-16 has become what its designers intended it to be: a worthy successor to the legendary P-51 Mustang whose principles of visibility, agility, and pilot-friendliness informed its design. It is no exaggeration to call it the defining fighter of its age, the plane that many people around the world think of when they think “fighter.” The aircraft’s ability to handle future adversaries like the thrust-vectoring MiG-29OVT/35 and advanced surface-air missile systems is in question, but upgrades have kept F-16s popular and in production.

    The most advanced F-16s in the world, however, are not American. That distinction belongs to the United Arab Emirates, whose F-16 E/F Block 60 are a generation ahead of the F-16 C/D Block 50/52+ aircraft that form the backbone of the US fleet and many others around the world. The Block 60 has been described as a lower-budget alternative to the forthcoming F-35A Joint Strike Fighter – and is being treated as such in countries like India and the Netherlands as they contemplate their future fighter needs. The UAE invested in the type’s development, and with that investment comes inevitable fielding, training, and equipping needs.     (click to view full)The F-16 has now undergone 6 major block changes since its inception in the late 1970s, incorporating 4 generations of core avionics, 5 engine versions divided between 2 basic models (P&W F100 and GE F110), 5 radar versions, 5 electronic warfare suites, and 2 generations of most other subsystems. Moore’s Law applies as well, albeit more slowly: the latest F-16’s core computer suite has over 2,000 times the memory and over 260 times the throughput of the original production F-16.

    Even so, each advance costs money to develop, integrate, and test. The UAE invested almost $3 billion of its money into research and development for the Desert Falcon. The aircraft’s conformal fuel tanks look a lot like the current Block 50/52 versions at first glance, but carry more fuel and allow a 40% range increase to give the planes a mission radius of 1,025 miles. They will feed GE’s new F110-GE-132 engine, which produces up to 32,500 lbs. of thrust to offset the plane’s increased weight. The engine is a derivative of the proven F110-GE-129, a 29,000-pound thrust class engine that powers the majority of F-16C fighters worldwide.

    The Desert Falcons’ most significant changes, however, are electronic. The most important is the Northrtop Grumman AN/APG-80 AESA radar, which made the UAE the first air force in the world besides the USAF to field this revolutionary new radar technology. AESA radars have more power, better range, less sidelobe “leakage,” better reliability and much better combat availability, and more potential capabilities via software improvements than similar mechanically-scanned arrays, like the AN/APG-68v9s that equip the most advanced American and foreign F-16s. Unlike the APG-68s, the APG-80 can perform simultaneous ground and air scan, track, and targeting, and has an “agile beam” that reduces the odds of detection by opposing aircraft when the radar is on. This last feature is important – one pilot has described turning on one’s radar in combat as being similar to turning on a flashlight in a large and dark building.

    launch from Mirage 2000In the course of development, 2 key issues came up with respect to the F-16 Block 60. One was the familiar issue of source code control for key avionics and electronic warfare systems. The other was weapons carriage.

    As a rule, the software source codes that program the electronic-warfare, radar, and data buses on US fighters are too sensitive for export. Instead, the USA sent the UAE “object codes” (similar to APIs), which allow them to add to the F-16’s threat library on their own.

    The other issue concerned the Black Shahine derivative of MBDA’s Storm Shadow stealth cruise missile. The Missile Technology Control Regime (MTCR) defines 300 km as the current limit for cruise missiles, and the terms of the sale allow the United States to regulate which weapons the F-16s can carry. Since the Black Shahine was deemed to have a range of over 300km, the US State Department refused to let Lockheed Martin change the data bus to permit the F-16E/Fs to carry the missile. It is believed that the Mirage 2000v9 upgrades the UAE has purchased from France will address this issue, giving the UAE a platform capable of handling their new acquisition.

    Anyone picked up the paper this morning? Now I know that not everything printed or published should be believed but papers have the news that the US helped Pakistan with its nuclear tech smuggling.

    So question is how can we trust any weapon system they sell to us?

    Those cameras are the very latest tech. Used in industry for such things as monitoring bearings getting hot.
    It will be 10 years before that level of tech. is cleared for Air use and used in a Platform…..one hopes it is presently some way into that 10 years. 🙂

    Other way around, the flir cameras are very insensitive compared to the military spec stuff, i have seem both and believe me what flir give to you in industry is nothing compared to what other companies can do for military..

    I guess we have all seen police helicopters using FLIR to detect the baddies at night. They show up as white ghosts usually running straight into the arms of the police or hiding under bushes or car ports. Even cats and dogs show up as recognizable objects.

    I want to know why if the system uses body heat for the detection process, people show up as complete people even if wearing hats. The body must dispense heat at different rates, does the computer fill in some blanks like a CGI game?:confused:

    think it works on emissivity of the materials..

    The MMRCA emerged out of an IAF desire for 126 Mirage 2000-5 Mk2, negotiations were under way, then the govt ordered an open contest, dassault then decided that they could not afford to keep the Mirage production line open until the Indians made up their mind so they shut it down.

    The initial Mirage idea would have perfect sense and if the existing fleet had been upgraded it would have given the IAF 170+ very capable aircraft of a single type. Now we have the soap opera that is the MMRCA.

    its more of a three ring circus where we wait to see what the finalle will be, a synical part of me cant help but think that this will give some one a very nice pension and a condo on mumbais seafront to people.

    Handing someone a set of blueprints and telling them to “Build this.” does not provide them with the engineering knowledge of the content of the blueprints.

    Even build to print items can help a company unacustemed to new technology learn, and yes although they would not understand why or how something was designed in a certain way, it would help it learn how to produce something similar.

    The Super Hornet would not put India on par with the US. This is the fundamental problem with the MMRCA program, none of the contenders will provide anything that is not already available to India through other projects.

    It may not be obvious but if production of the wings spars etc were to be taken done by hal and knowledged gained then in terms of manufacturing production and production development india would be at par with US or atleast at par with the UK or Europe (notice i dont mention japan, as from my ignorant view they are farher than the US in some areas).

    That is apart from the Eurofighter or Rafale..Choke cough .. 🙂

    But i see what you are saying also..and agree in terms of electronics etc etc.. i am blinder and more ignorant as its not my field…

    Super Hornet Block II+/Rafale F3, license built in India, with 50% offsets, full technology transfer, radar codes and the right to integrate competitors’ weapons and systems, all probably for an impossibly low price…

    Am I the only person who thinks the Indians are dreaming?:confused:

    They may get one or two of the above concessions, but I don’t see how in the world any of the bidders is going to just hand over their hard-earned, bleeding-edge technology for a bargain basement price. MRCA may be a (potentially) lucrative competition, but none of them are stupid. Or are they? :confused:

    i am in full agreement doesnt make much sense at all and my ramblings and that is all they are, are based on scattered data and re quotes about what they want out of the MMRCA.. I dont think they actually know now what they really started the MMRCA for…

    Most of the details of the RFP have not been fully published; scattered data is available and not really sure how much emphasis the IAF puts on AESA radars. But the journalists have for sure bitten the buzzword bug and most reports to do with MMRCA tout the requirement for AESA etc…

    As for the hornet block II+ that is purely something I guesstimate as to be the best fitting as the model of hornet that would make most logical sense…

    Since most other models would cost the same as a Su-30mki if not double and be less capable.

    As I mentioned before if India want an AESA it can buy one from Israel and the money would be better spent upgrading Su-30MKI with AESA rather then buying bog standard super hornet, which even congress isn’t happy because it never fully delivered all it promised, just to get AESA and nothing else

    I am using the assumption that since the MMRCA contract will be signed in many years to come after a lot of yo-yoing just like all other defence contracts currently open, it is of most important that what ever aircraft we choose for the MMRCA must at least be better than the Mig 29 upgrade India will be going for.

    Just to make sure that its not 20 years behind when the first plane comes of the production line.

    The bidders are pretty intelligent, MMRCA has been touted as a major contract when it is not since the announcement of or declaration of intent to announce an RFP for 126 aircraft the world has seen much larger deals.

    Saudi Typhoons etc… the difference with this deal is that 1) it will be a foot in the door for some companies or just a re-entry after a long time 2) for US companies and its tier 1 suppliers that want to keep its legacy aircraft production lines open purely for job retention and milk that extra profit from all that tooling, their isn’t a better contract right now than MMRCA

    the JSFs etc wont be profitable as soon as they start rolling off, I am sure it would take a few years before some of the companies see an actual positive return so why not flog a dead horse or two with carrots to India in the mean time to keep yourself spiffy and in the green.

    Most of the world by the time the MMRCA has been chosen and then deliberated and then signed and then paid for and then rebuttal’s because of some charge of corruption and then re-contested and so on will have moved to modern aircraft like the JSF, Eurofighter, Rafale, F 22 Jxxx JYYY or what ever J china manufactures..

    The whole RFP process seems to make no sense, they took so long in issueing the RFP that its not going to have much effect in stopping the decline in squadron numbers to below 39 and secondly when they did issue it they asked for so much that it made it nieh on impossible for some companies to compete and then they opened it up completely to aircraft that are very much obviously way to heavy for the class of fighter first thought required!

    The nutcases in the MOD should have just let the IAF buy more mirages and be done with it!

    as of now the MMRCA just seems like a pipe dream or a great pension scheme for some arms dealers/middle men/ IAF high ups/ MOD purchasers

    Somehow I don’t think the integration of french or russian missiles would be an obstacle to the SH purchase. What use would be the SH without the AIM120C-5 or AIM9X? India has enough other platforms to make use of their current missile inventory.

    It wont or may not be an obstable but will be a hurdle and one which the current production F/A in its current form is not ready for.

    As for the second statement, i totally agree with the failings the shornet has, would good would be 126 6 billion dollars worth of aircraft if and when the US decides it doesnt like the way india buys iranian oil or russian nuclear fuel and decides to embargo us?

    And you wake up one morning and find you have 126 aircraft with depleted stocks of missiles that it can fire.

    and yes in the near future this does not seem likely but these aircraft will be in indian service for a long time to come.

    Plus the idea of having a missile family that our enemy has had intimate knowledge over for a longer period of time than us is makes me shiver.

    I see it as a positive the most of the IAF and IN navies missiles can be inter changeable to a degree..

    Can you specify which capabilities India needs that aren’t met yet by a Rafale F3 or the latest SHornet (for example).

    rafale f3 to my knowledge would just about come into production in june 2008 its AESA front ended RBE2 radar will come into serial production in 2010 if my quick searching is not wrong (which it most likely is).

    Neverthe less its not a aircraft currently in production..

    As for the Shornet.. the capability level required for something like the MMRCA would be what BOEing is trying to placate congress and the USN with as a stop gap until the F 35 which is the SHORNE block II+ standard.. any shornet that is older or less current will be less capable in the sensor department than say the current SU 30MKI or the upgraded IAF MIG 29.. and considering the time frames of when this contract is most likely to be signed it does not make sense for india to accept anything less than the capabilities in terms of sensors of the mig 29.

    For congress to allow the technology transfer that India requires and the rights india would require like the code for the radar to allow integration of Russian missiles or french missiles the AESA RADAR on the SHORNET would have to be some what modified.. so that Congress feels happy..

    Even the UK had to wrangle to get upgradation rights to the JSF and it was a tough fight from what was in media. Really dont see india as a nation which hasnt trusted the US or one which the US hasnt trusted and has always tried to supress through subversion through pakistan (even now by way of funding pakistani military) getting those same rights more easily.

    what companies like boeing promise and what they deliver after contract has been signed are two different things.

    Theres also the case that if the US truely values India as a ally and not as a puppet to leverage china then India needs radar codes to put on what ever missile it has in its inventory and if the IAF have brains and arent bought then it would only be sensicle they would demand atleast that much that they could integrate other missiles and systems on the winning bid..

    makes sense in terms of logistics as well if the aircraft could all fire weapons that were not to varried..

    The crown jewels of the USAF are the F-35, F-22 and B-2 and that is where the tech transfer issues arise. Look at Singapores F-15’s UAE’s F-16’s and Australias Super Hornets and one will realise that there is very little technology refusal with the generation which India will be offered for the MMRCA.

    misunderstanding sealord, by the crown jewels i mean technologies that india does not have but if it does get could put it on par with US and in those terms the technology used to build the superhornet is fairly state of the art. then add in the AESA radar, its composite construction, materials used for its construction.. etc.. etc..

    the shornet perplexes me, technologically and production wise it is very very advance compared to anything currently flying… but it still manages to be un impressive and resented by most.

    If congress has agreed to give india sensitive technology, and even us brits have major trouble getting information from within our own ranks, you have to realise it is with caveats. The f/a 18 shornet avionics will be altered in some way or form to allay the fears of congress this we can garantee or it maybe that the radars are given but the weapon systems that go with them are limited and may require congressional approval for export to india as with most major equipment buys from the US by its CLOSE allies!

    So they get money from india return machines and technology that are not state of the art and for all those variables they recieve India on a leash.

    No plane in the competition including super hornet is ready for export to india in one way or form.. people really believe India will be given the crown jewels of the USAF when it has the potential to be the next US foe? And lets not beat about the bush here guys, with indias size population and energy needs it will be competing against the US in the future if it wants to lift its population up from the dirt.
