its always hard to occupy a ppl that dont want to be occupied without resorting to brutal means.
the US is getting stuck in the middle, it cant bring itself to use the level of force and viloence need to inforce law and order, but neither can it just take losses and not go back with a vengence like the british can.
lets just put it this way, american flags will never fly over every capital city in the world, but the US can still beat the crap out of anyone it wants provide the american ppl are up for it.

being thrown in prison is alot different from being turned into a pancake by a column of tanks.
besides, there were no good face shots of the guy, and the authorities had other, more pressing concerns at the time, so his chances of not being found arent that bad to be honest.

a common misconspection is that the chinese government is totally united and have no differences of opinon. that may be the picture the chinese gov is trying to present to the outside world, but in reality it has as many factions and groups fighting for different interests and views as any major world government.
on one hand, u have the ‘reformers’ who would like to totally do away with the old secretive ways, but on the other hand, u have the conservitives or hardlines who still believe that secrecy is paramount to maintaining security and can help u to gain an edge in war. this AWACS, like many other chinese projects is caught in the middle, so an alternative rought need to be found.
