    Forum targets Afghan drugs trade

    The government is looking for $300m to use to fight the trade
    Talks in Afghanistan aimed at tackling its illegal drug trade have focused on tougher methods of law enforcement.
    The international summit in Kabul has also addressed reducing demand for heroin and how to persuade the farmers who grow the poppies to change crops.

    Experts say Afghan poppies account for 90% of the heroin consumed in Europe and warn the problem is growing.

    President Hamid Karzai will attend the meeting on Monday, but heavy snow delayed some international delegates.

    Mr Karzai has banned opium poppy cultivation and trafficking but the drug industry is reported to have blossomed since the overthrow of the Taleban regime.

    Nearly 7% of the Afghan population is said to now work in the opium trade, earning as much as Afghanistan receives in foreign aid.

    The delegates from Afghanistan, international organisations like the United Nations and Western governments spent the first day of the two-day meeting with technical matters.
    The BBC’s Andrew North in Kabul says they discussed whether it was possible to reduce demand or develop “alternative livelihoods” for the farmers.

    However he adds that they admitted that it would be difficult to find any crop to compete with the profits from opium which is why many put greater emphasis on law enforcement measures such as the forced eradication of poppy fields.

    The Afghan government is seeking $300m in donations to fund a campaign aimed at reducing opium production by 70% within four years and cracking down on money laundering.

    Britain, which helped to organise the drug summit, has contributed about $128m over three years to the campaign.

    “This is not an issue one country can do on its own,” said Mirwais Yasini, director general of Afghanistan’s counter-narcotics department.

    “We would like the whole international community to help us.”

    The stakes are high, with one official at the conference saying the country could go from being a “failed state” to a “narco-state” if the trade was not stopped.

    The executive director of the UN Office on Drugs and Crime (UNODC), Antonio Maria Costa, has warned that the opium trade is helping to fund terrorism.

    There was, he said, “mounting evidence of drug money being used to finance criminal activities, including terrorism”.

    “If we don’t start translating counter-narcotics commitment into lower levels of production, we run the risk of [an] opium economy undermining all that has been achieved in creating a democratic new Afghanistan,” he said.
    He was scheduled to speak on Monday, but was one of those whose travel plans were delayed by the bad weather.

    I heard that the production was up again. Will try to find the info. After defeating Taleban these regrouped and use heroin to get cash to fight western oriented Afghans…

    As if it suprise that Afghanistan is one of the largest drug producers. Whatever it is used. They used here for getting victims of terrorist back. It is deep rooted. 😉

    as you observe, limited nos purchased for flying – mostly the hard to find 2-seaters, not for cannibalization. you do cannibalization / refurbished spaes when good spares are not available anymore like for ex some Mig21 component makers are no more.

    there will be some lemons however, thats inevitable when playing with used or reconditioned stuff.

    the ex-RAF Jags would be nice to top up reserves IFF they are around the same tech std as the upg-Jags. If they are unique in some fashion up or down, not worth it.

    I dont agree with the value of buying heavily used Sea Kings though the IN might differ 🙂

    It is funny that same poster was posting sarcastic that PAF bought spare parts from Libya and Australia. 😉

    No problems. We can make some PS images with JDAM and AMRAAM :D. US is not the country that just sells latest AMRAAM… It isn’t the country that sells any AMRAAM to a nation that is in close contact with their adversary (China).

    Possible deliveries of F-16s is not a fantasy, but until you know variants & numbers i’d back of on the future OrBat theories. The reports so far speak of transfer: at best those would be block 30 C/Ds, which are hardly modern.

    I personally am not intrested in more of those F16’s… Newer blocks are sennsitive. But do remember that UAE has very latest… And you know how close they are with PAF. Here latest pic from the graveyard… Do I see around 260 F16’s parked…

    First 50 JF17 will be chinese radar and avionics. I doubt the US will give the codes to China to do the integration. I doubt they will release it. Egypt did not get it. Pakistan is even less imaginable. But it comes to my mind that since Dassault will lose a client… I doubt that PAF would opt for Thales or Mica…

    About the Jf17…
    They have selected for the Jf17 the same radar (smaller size) and avionics (3 MFD?) as the J10. That means they will not have to do weapon integration for the sd10… So the advanced program of the J10 is passed to Jf17. And one more thing that is logical. The intrest of PAF in the J10… Two planes. Same avionics, radar and BVR…

    About size?… Probably 2-4… I don’t think they will get more then 50 planes. Look at the total costs.

    Wow. Intresting machine!!! Anyway. I have more technical question. Those missiles are just behind two countermoving props. Isn’t that a bit uncomfortable? I haven’t seen it in other models so maybe it does not matter at all…

    I don’t make the JF17 holy. It is just BVR medium tech. I just gave you latest news. There is not much relationship between the F16 and Jf17… (WOW… Did I say that?). Why would the ACM wanna have another 18 and then asap newer 70? While at the same moment they are looking forward to 150 JF17? Anyway. It needs to be reminded that thesquadrons will not be raised. Probably a lot of F7p and mirages will leave service.

    I doubt that there will be a transport version soon. Competing with Antonov with this price? And I agree with Arthur… Re-engineering will cost a lot. They first need to get some cash and I doubt that they will have reached surplus before 2010. They will not risk another model before that date.

    I know you know but sometime it is needed to remember it ones again.

    Anyway. The jf17 is going well. In latest afm mag there is a lot of news about it. One of the suprises is that first 50 will have Chinese avionis and radar. So no Grifo or Thales… (maybe to make Chinese version cheaper and get it introduced into PLAAF). Furthremore PAF and PLAAF advocate two seat fully combat capable Jf17 with lengthened body. FT2000 or that L15 did not meet the goals… I did not see anything about engine troubles (RD33). Furthermore there is a bigger chance that PAF will buy second lightweight fighter… The J10 will be tested soon.
