No, that’s the Russian “CADF” (country air defense forces- I have no idea whether this term is ‘official’, but it’s useful)- wheeled Pantsyr-S1 systems like this:

No plans to scrap either. Both are in storage (kept in good condition) awaiting repair- there was a minor fire on the Lazarev at some point last year (common with ships in storage).
The article makes it clear that this is a power struggle/ political spat:
Admiral Vladimir Kuroyedov unexpectedly ordered the 19,000-ton cruiser Peter the Great — the pride of Russia’s Northern Fleet — to return to dock after apparently becoming alarmed at the state of maintenance of its nuclear reactor.
“The ship is in such a condition that it may blow up any minute,” Interfax news agency quoted Kuroyedov as saying. “It is especially dangerous since the vessel is equipped with a nuclear reactor.”
Kuroyedov should know enough about his fleet’s vessels that nuclear power plants do not ‘explode’.
“I find more order on a small mine-trawler commandeered by a lieutenant,” Interfax quoted the admiral as saying in summing up his inspection.

Because Algeria is not Saudi Arabia. Given their past history with rebels, you figure ground attack aircraft are more of a priority. To be quite honest..i was wondering why they need the MiG-25, not the 29.
I’d say upgraded Su-24MKs from Russia (upgraded in accordance with the Su-24M2 upgrade, which is in turn related to the VVS Su-24SM upgrade- don’t ask …) was sufficient priority for ground attack. The MiG-29M1/M2 also both provide multi-role capability.
