Assuming no growth for sake of argument, and disregarding inflation, over seven years that equals $101.5 billion. Which means you get the usual dose of contempt for the garbage you spew out.

The other deals were indeed funded, but the point the PM of India is making,is that India cannot sustain that level of defence spending at current growth rates.
At the current growth rates, the Indian MoD has about $100 billion to spend on capital acquisitions till the end of the decade.

On the contrary, most commentators foresee strong economic growth over the long term. The current paralysis in particular will end only once the new government is voted in.
Also, they haven’t overspent – with about a month left in the financial year, the MoD has spent 92% of its capital budget.
What I do not understand is that for years, whilst all these “deals” were being negotiated and vendors were led up the garden path, not a single person realised the issue of funds. I would think even Dassault would have done some due diligence on how they would be paid or where the money was coming from.
All deals signed so far – C-130J, C-17, P-8I, Hawk, Mi-17 as well as MiG and Mirage upgrades are completely funded. As for the MMRCA, while it ought to be scrapped, its not over yet.
You still need money, no matter what plane you decide to buy, and there seems to be none in the pot…

Trimming the defence budget isn’t the same as there being ‘no money’. Even after reduction, the capital acquisitions budget for the (now ending) financial year stood at about $17 billion. Extrapolating from that, the Indian MoD will be disbursing funds totalling well over $100 billion upto 2020. Making a partial payment for the Rafale and/or PAK FA won’t exactly bankrupt the state.
The focus for the GoI right now is controlling the immediate fiscal deficit, which means delaying the Rafale deal if necessary. Ideally, the experience should wean the Indian military off ‘premium’ purchases and instil a greater focus on obtaining value-for-money. Whether that will happen remains to be seen.

PAK-FA is the highest kinematic fighter with TVC turning ability. in net centric environment with long range ground, ship and space based radars. I don’t think it has to worry anything from behind.

again, we agree, but is it Dassaults fault if Indias acquiring process takes ages? They will gladly sell aircraft to India, but they can’t do so (nobody can, for that matter) under any terms.. If india asks to do things in a way it can’t be done, or a way that is unacceptable for any manufacturer (for example, asking that Dassault takes the whole responsibility for anything that happens, even if it’s entirely HAL’s fault) things obviously take time. The major problem for India is that their fighter fleet is slowly shrinking as months pass by, while Dassault lives from its bizjets, has French orders to keep it busy on the Rafale on a gentle pace, and can afford to loose several more years if India drags its feet too long. Now some, in India, complain it takes too long… they should think first before pointing fingers 😉
Well Dassault isn’t responsible for most of delay, though the HAL production mechanism was specified in the RFP, so that can hardly have been treated as negotiable by the MoD.
As for falling squadron numbers, the circumstances might be a blessing in disguise for the domestic aviation industry. For the cost of one Rafale, they can acquire 4 to 5 Tejas aircraft. Couple the latter with force multipliers like the Su-30MKIs & ERJ-145 based AEW&C units and throw in some Nirbhay LRCMs, and that’ll take care of the gamut of missions required by the IAF.

we agree on that, but what I wanted to underline is that any eventual delay is mostly due to them… if they really wanted the Rafales now, the French would be able to provide them (and as was said a number of times before, Dassault without any modification to its structure could build as much as 24 aircraft per year if needed (for more, they’d need to enlarge their facilities). It’s mostly about the India’s will to build in India and their cash availability.
Trouble here again is that the MMRCA RFP explicitly called for 18 aircraft delivered off-the-shelf with the remainder delivered through/by HAL. Since that was the basis under which the Rafale and EF teams submitted their cost bids, I’m not sure if the MoD could modify the terms of the competition to that extent, at this stage.

A visual examination would suggest that unless the radar blocker’s fins are highly swept (and they don’t seem to be from the photo in circulation) it will reflect radiation back at the source. Unless of course it can completely absorb it, which would make RAM coatings completely redundant for stealth aircraft.
A nice bit of *Levsha logic* there! Which of the F-22, F-35 and T-50 was designed with the most recent commercially available computer hardware (and CFD & CAD software)?….and no, CNT RAM cannot be retrofitted to the F-22, certainly not without a hugely costly redesign.
F-35 Stealth Coatings Applied to F-22
The F-22 and the F-35 are similar in that they are both fighter aircraft that are designed from the outset to have stealth characteristics to make them harder to see by enemy radar. With the F-35 being the newer aircraft, it has more advanced radar-absorbing coatings on the surface than the F-22. Lockheed has announced that it is now integrating some of the more advanced coatings the F-35 uses onto the F-22 fighters coming of the assembly line.
