While you’re mulling over that check out the Jaguar-Tornado hybrid. Both are so similar they just begged to be Frankenplaned.
I like the fixed wing Tornado.
Here are a couple of Phantom-hybrids. The first uses a Mirage front end. (Realistically it would have had to use small engines like the Adours.) The second is a Tornado front end which is more in line with the size of the original Phantom.
The early MiG-29 was a KISS project and it doesn’t sound like it was meant to match F-15’s missile for missile because it was designed with a quantitative edge in mind. I know when it’s capabilities were exposed just after the breakup the only real eye opener was the Archer-helmet combination which we knew left us with a deficit in WVA capability. Otherwise it’s bvr component was never really an issue.

The rot you speak of is still light years better quality than 97% of the equipment out there. The sad reality is that much of the spending is either dark or black and nobody publicly knows where the money goes. One has to ask why DHS has bought 2500 armored vehicles and 1.6 billion rounds of ammunition in the past five years. That is a good place to begin cuts.

Acceleration is so poor on the F-35 that the chaseplane F-16’s have to wait at the end of the runway for them to catch up. Wait a minute.

A new run of A-37 is probably the best bet. But if you were going to improve on the basics, move the engines off the wing root and into pods on the fuselage. Get rid of the small caliber machine-guns and go to a centerline gun. Also move to a baseline single seat design with plenty of room for screens to enhance pilot S-A. Orient around a combination of low cost precision and area dispersal packages. Its not an anti-armor platform, so don’t build it like one. I’m not so sure you couldn’t semi automate counter fire with a turreted cannon to respond to manpads, zu’s, and other typical AA in the guerilla world.
From my experience the mind of a undeveloped world class citizen is far from empty and perhaps more full of ideas (not always healthy) than the mind of a developed world class deejay. The former tends to over compensate for their lack of high tech ownership in others ways, sometimes in ways that are borderline genius. Don’t think for one minute that people in the undeveloped world are stupid, idiots, or morons.

I just go by published numbers and extrapolated out not even armed trainers are sliding in under 20 million quid.
How about a pair of Honeywell F124 mounted opposite sides of the body like on an A-10. H-tail. Centerline universal cannon mount. (Choice of M61, M179, BK 27, DEFA 553, FIAT 30, GSh-23L. or GSh-30.) Internal bay for two 500kg/1000# PGM, straight wings with multiple racks and one 1100L per wing. Tandem seating. Cross between A-37 and A-10.
The cost of the engine shouldn’t exceed 15% of the unit price. I’m not sure you come close. Better to use a commercial product core as the basis of a non-afterburner and aim lower. The AMX is already in your proposed slot yet it is double the unit price you want.
The F-22 uses a sophisticated lamination process that is more relative to air brushing than molding. Their canopy looks semitransparent, hardly something one would want to trust with their life.
