You could get over the head on limitations of a swashplate if it was crescent shaped with the front of your nosecone mounting a separate array for near-boresight scans. Not sure why one would want a steered array when it pretty much forces you to stick to a non-optimal shape for your aircraft. If one wants a huge scan then the arrays ought to be along the fuselage focusing out to sides; side scan radars are great for survey work. Predatory fish have been using side scan, passive sonar for millions of years. With a good sense to your sides it allows for one to be successful finding prey in the darkness underwater with lesser eyesight.

You’re adding a higher failure rate once you add mechanical steering. Just another system component to fail. The F-22 had the solution to the narrower FOV, cheek arrays. Nobody can find the money to complete it’s forward suite.
Tornado with M88’s would have been more practical than an M53-powered Tornado. Two M88’s are more fuel efficient than a single M53.
And we know the best engine ever installed on the F-14 was the F110-400.

The merge would have to take place with far greater offsets if everyone has first shot first kill weapons. Computer aimed turrets and the true LOAL missiles offer a first shot first kill opportunity at wvr. Perhaps computer aimed weapons should be expected to play a defensive role in the future, too.
It’s that getting over a 50 foot obstacle in zero runway length that is impractical. Even the C-130 crammed with rockets couldn’t get off in that distance empty. The 1500 foot takeoff clearing a 50 foot obstacle is more reasonable, but still problematic. They seem to be steering this exercise in thought to a scaled up V-22 product. The Mil Mi-12 is the only helicopter to approach this requirement and we know how impractical that was to become. I’d say this zero takeoff run idea has zero chance to bear fruit.
Let’s say there is a global cool down in the 2020 time frame. Cool down means less agricultural production in some countries already struggling to meet demand. You might just see somebody like China look at Argentina as a realistic trading partner, food for hardware.

I really cannot see Brazil supporting this kind of aggression. Definitely would thwart their current economic resurgence. But would be something Venezuela would participate in or at least support on a moral level. But in the end would hurt them, too.

A boost in the air force would not do enough. Argentina would also need a fleet of large hovercraft amphibians to make the journey fast enough and half way survivable when the submarines move in to interdict. And that is IF you can neutralize the flying elements guarding the islands.
If its a 35 tonnes requirement then that puts it safely in the Embraer C-390, Airbus A400M, and Kawasaki C-2 range. The C-130J is more in the 20 tonnes class.
