It would make sense to have an apu for emergencies. Was this for production or just the prototypes?
And what happens when the modernized F-14 grows in MTOW? The Rhino didn’t exactly grow 10,000 pounds in mtow on its goodwill. You presume a static F-14D program. I am comparing money spent on growing the F-14 program rather than the F-18 program. In the end the F-14 program grows to a better platform on the investment. KA-6D retires, just as it did. AIM-54 retires just as it did. EA-6 retires just as it did. But long haul of payload to range capability for the fleet does not lower like it did. And the bigger airframe gives you more flexibility for the follow on programs like Growler.
Is this a call for BWB?
The question is why the Tomcat is 1.5 times the size of an F-18E/F and still has less flexibility and capability. Just the simple assessment of total payload carried away by a single unit (MTOW – OEW) leaves the F-18E with a huge advantage, even if we factor in a 10% or so increased drag.
How does the F-18E/F have more flexibility and capability if the F-14 program had continued to be modernized? The Tom had twice the payload to range capacity meaning that it covered four times the threat area of the Rhino. Without buddy packs there is no way to get the Rhino out to the same ranges. And once out to the same range you need to fuel up both on the ingress and egress. This is disregarding the idea of carrying the same load. Due to the total number of sorties for refuelling then fuel savings are not there. I think you tried to keep the comparisons too simple.
In my opinion the larger single aircraft that performs 1.5 missions of a similar role smaller aircraft is worth the extra cost if it can be contained within a 30% surcharge. New build F-14’s were possible for less than the F-18E/F; developing the Super Hornet was nowhere as cheap as they originally promised. To modernize the program up to today’s standard – minus the overhead of stealth technology – would have left you with a cheaper but more capable program. You could of easily strung it out until F-35 which is essentially what Super Hornet was supposed to do and now will have to live on for years past its designed life. I just don’t think F-18E/F was worth the cost in the long run.
The F-14 just plain had more size, more carry capacity, and more range. A modernized F-14 would of finally fulfilled some shortcomings that were planned for so many previous renditions of the F-14 that never left the drawing board. Add in the modernized weaponry like AMRAAM that makes AIM-54C obsolete. Modern materials could of lightened up the airframe and increased its landing weight. And it had much more electrical potential for electronic warfare, making a Prowler version more lucrative than the stopgap EF-18. Hell, you could of squeezed in a third seat for electronic warfare in a Growler-Cat.
The fact is the USN covers 70% of the world’s surface yet gets smaller proportional funds for its air forces than the USAF. If the Navy had more glamor than it does today, perhaps if they did more Top Gun movies per se, then they’d of been the first to the F-22 program and the USAF would of been buying their design. Hell, the Navy didn’t even get but token roles over Afghanistan or Iraq. The writing is on the wall.

Brazilian F-5M is a Elbit project that improves a little Singaporean F-5S. It’s an old concept and a lot of Brazilians, like me, think it would be better use the money to buy F-16A MLU. The cost, actually, is almost the same: US$ 7 million for a F-16A MLU against US$ 5.5 million for a F-5M update.
$1.5 million is a drop in the bucket for small programs, true, but the long term costs of either platform are not anywhere comparable. The F-16A will be twice the total cost of ownership which is why Brazil is wise to stick with the modernization program.

It would be more exciting to see them add AL-37F(U) than the AL-31F. The response one gets with tvc matched to a smart modernized terrain following radar navigation system backed by glosnass would allow it to fly lower, faster, and at the same time maneuver better than anything else on the market for that mission. Give it some decent self-defense jamming to spice it up. It may not have the long legs, but it still would make it something like an Aardvark Lite.
