I think the Kazakhstan Navy is recieving aid from the US and South Korea in the form of patrol boats, but many years ago the Navy is almost non-existent.

If anything, I think the Royal Thai Navy should give up the carrier and perhaps trade it in for a few frigates. And personally, I find it hard to believe that Thailand is strapped for cash.
