Good question, but to be honest, if they had accepted Russia’s offer of processing the material in Russia and shipping it to Iran it would have made things alot clearer. 🙁

Maybe they don’t want to be push around by Western powers. Think about it, the Iranian civilisation is thousands of years old, they don’t want to lose their pride.
