Scott, that’s the Australian War Memorial. It’s a stunning creation.
The small text is the home towns of those lost in war. Individual letters of the towns have been emboldened to spell out various campaigns/battles. There’s usually water running down the face of the right-hand portion, which adds another texture to the memorial.
