    Greece is close to agreeing to a deal with Germany that could lead to the resolution of a dispute over a batch of faulty submarines, which has put a severe strain on relations between the two countries, it was revealed yesterday.

    Vice Admiral Giorgos Karamalikis, the chief of the Hellenic Navy General Staff, said that the technical problems with the Type 214 diesel-electric submarine were being ironed out and Greece could soon be in a position to accept three of the four vessels that were ordered between 2001 and 2005.

    The first submarine, dubbed Papanikolis, was developed by Howaldtswerke-Deutsche Werft (HDW) in Kiel, Germany, and there was an agreement to build the remaining three at the Hellenic Shipyards, west of Athens.

    However, the Greek navy did not accept delivery of the submarine after discovering a number of technical faults, the most serious of which was excessive rolling in bad weather when the vessel surfaced.

    The Germans insist that they have since rectified the problems, but Greece has refused to accept the first submarine, which has been docked in Kiel since 2006. The ship’s manufacturers have accused Greece of intentionally dragging out the problem so that they can renegotiate the price.

    Now it seems that the two sides have come to a tentative agreement that will see the Greek navy accept three of the four submarines that have been ordered, but not the Papanikolis.

    Although Greece accepts that the problems with the vessels have been fixed, the navy is unwilling to use a submarine that has been sitting idle for the past few years.

    It seems that the Germans are willing to keep the Papanikolis and try to sell it to another interested buyer, thereby removing the stumbling block to any possible agreement.

    The disagreement over the submarines, as well as a row about German-made Leopard tanks bought by Greece and Athens’s decision to buy American F-16 jets rather than Eurofighters, which are manufactured by a consortium that includes Germany, has soured relations between Athens and Berlin over the last few years.

    On Wednesday 29 April 2009 a live fire exercise took place at the missile range off Crete:

    An Exocet MM-38 and two Penguin Mk2 – Mod3’s were fired by P-20 LASKOS (La Combattante III), P-27 XENOS (La Combattantte IIIB), P-24 kAVALOUDIS (La Combattantte IIIB).

    The Hellenic Navy is to order two new Type 209 submarines with air-independent propulsion (AIP) after aborting planned upgrades for two in-service boats, an industry source told Jane’s on 24 February.

    Details of the decision emerged two days before the Poseidon-class submarine HS Okeanos was relaunched after completing its mid-life modernisation (MLM) under the navy’s Neptune II programme.

    Okeanos was the first of three Type 209 submarines due for upgrade by Hellenic Shipyards in Skaramangas under Neptune II, but the programme has now been halted at just the one boat.

    The source said that the navy and Greek Ministry of Defence (MoD) have now asked the shipyard, a subsidiary of ThyssenKrupp Marine Systems (TKMS), to deliver two new AIP-equipped Type 209 submarines instead of continuing with the modernisation programme.

    New-build Type 209/1400s were selected over rival contenders – procurement of Type 214s was also under consideration – to make maximum use of the material packages already ordered for the Neptune II MLM, the source added.

    Okeanos re-entered the water on 26 February with a Siemens PEM fuel cell AIP system – which required the insertion of a 6.5 m-long hull plug – and a new Atlas Elektronik ISUS 90-46 integrated combat management system (CMS).

    It is believed to be only the fifth time that AIP has been retrofitted into a submarine, following similar work in Sweden’s two Södermanland (A 17)-class boats, Japan’s Harushio-class unit JS Asashio and Germany’s Type 205 submarine U 1 .

    The Hellenic Navy’s eight in-service Type 209s are divided into two classes: four Glavkos-class submarines (Type 209/1100) commissioned in 1971 and 1972, and four Poseidon-class boats (Type 209/1200) that entered service in 1979 and 1980. All were built by Howaldtswerke-Deutsche Werft (now part of TKMS) in Kiel.

    When first conceived, the Neptune II MLM was intended to bring three of the Poseidons into commonality with the navy’s four new Papanikolis-class (Type 214) submarines, which are being fitted from build with Siemens AIP.

    The EUR826 million (USD1.04 billion) contract for the Poseidon MLM was awarded to Hellenic Shipyards in 2002 and Okeanos arrived at the yard in November 2004. As well as AIP and the new CMS, the submarine also received a flank array sonar, optronic mast, sub-Harpoon sub-surface-to-surface missiles, SATCOM, Link II and torpedo countermeasures. The diesel engines, alternators and electric motor were overhauled. Following sea trials Okeanos is scheduled to return to Hellenic Navy service in 2010.

    Meanwhile, the Type 214 acquisition programme has been delayed. Acceptance of first-of-class Papanikolis (which was built in Kiel and launched in April 2004) and sister-ship Pipinos (launched by Hellenic Shipyards in April 2007) is awaiting the resolution of a dispute between TKMS and the Greek MoD over alleged technical deficiencies and financial settlements with the first boat.

    The four Glavkos-class submarines – HS Glavkos , HS Nereus , HS Triton and HS Proteus – were upgraded under the Neptune I programme between 1993 and 2000, and are expected to decommission when the Papanikolis class enters service.

    The Saab Airborne Early Warning and Control radar Erieye was officially introduced into operational service by the Hellenic Air Force today.

    The ceremony, including a fly-by formation, was held at the 112 Combat Wing at the Elefsis Air Forces Base.

    In 1999 Saab Microwave Systems (at that time Ericsson Microwave Systems) signed a contract with the Hellenic Armed Forces to provide four Erieye AEW&C systems with Embraer 145 aircraft as platform. The fully NATO interoperable Erieye AEW&C systems for the Hellenic Armed Forces (HAF) provide situation awareness of borders and economic zones over both land and sea. Among the comprehensive on-board systems, including data links, is an active phased array radar for long range accurate target information in large air volumes.

    “This is a new and advanced system concept but built on proven subsystems from the main suppliers Embraer, Thales and Saab but it also includes co-operation with Hellenic defence industry as e. g. ISI Hellas and Intracom”, says Kenth Börjesson, Sales Director Southern Europe at Saab.

    A spirit of co-operation

    Formally accepting the aircraft on behalf of the Hellenic Air Forces was Lt Gen Ioannis Giagkos, Chief of the Hellenic Air Forces General Staff, at the ceremony together with Gen Dimitrios Grapsas, Chief of the Hellenic National Defence General Staff and Gen Dimitrios Voulgaris Chief of the Hellenic Army General Staff.

    “The Hellenic Air Forces has been a very demanding customer but always acted in a spirit of openness and fairness. We have listened and also taken HAF’s views into account in the implementation programme. This spirit of co-operation has led to that HAF now can take into service a vital new asset in the defence of the Hellenic republic. A system that everyone that has participated in the program shall be proud of”, concludes Kenth Börjesson.

    Operational in several countries

    It is over 25 years ago since Saab Microwave Systems delivered the SuperGIRAFFE air defence radars in use by HAF. The recent deliveries of Erieye and also of the Arthur anti artillery radars make Greece one of Saab Microwave Systems most important customers.

    Erieye is already operational in Sweden, Brazil and Mexico and has been sold to Pakistan.
