I would exclude in principle an upgrade of the air base which in a few yers might be not there any more. After the fatal crash of of F-6 in September 04 there was wide critism of military flights out of Rinas. To what I know the project is linked with the commercial airport, new terminal bulding and other stuff to make it a modern regional airport.
Ths is one of still flyable Albanian Soviet built MiG 17 that were received via China in 1962. It is a real tribute to the maintanance skil of the AAF personel.
Thre are still some flyable MiG 15 and Mig 17 in the Albanian inventory ( though retired from several months) and a couple of Chinese built Mi-4 helos.

I have the impression that this pic depicts one of the few surviving opertional MiG 21 in Afghanistan. Note bort numbers paint by hand and the awkward insulation of the windscreen frame. Any oppinion on this ?

All Luftwaffe MiG 29 were donated a couple of years ago to Poland. Tecnically they were sold for the simbolic price of one Euro in order to meet a legal criteria which I do not quite remember now.
