    the NDA Govt was not great either. it was however jolted out of sleep by the Kargil war imposed on india. even then the delay in AJT is not excusable. the financial situation was very tight in early 1990s and Left Front govt (not congress) was in power for a while…

India has already received four of the six refuellers from Uzbekistan and these tankers till date have had 650 hours and close to 1,000 engagements with fighter aircraft including Jaguars, Mirage 2000 and SU-30mki.

    Matt, the previous Govts sat on the gorshkov , AJT and Phalcon
    deals for between 5-15 yrs. cut them some slack will ya 🙂

    I have put the last para in bold as thats a important datapoint,
    both for total capex and ratio of 2:3 (40%:60%) between imports and domestic production.

    the article is also confirmation that the small UAV Nishant and
    the BEL-WLR (analogous to antpq-37) have passed all benchmarks and ready for series production. army has a initial req for 29 sets to supplement the 14 tpq37s on order.

    GoI would do well to find money for atleast these domestic purchases…it will just circulate into the local economy anyway. good to see none of the three big deals signed
    this year were tinkered with.

    New Indian Government Slows Spending on Army
    By VIVEK RAGHUVANSHI, NEW DELHI

    Ten Indian Army programs worth more than $3.2 billion have been put on hold for at least six months by India’s new United Progressive Alliance government, whose Finance Ministry says that contracts signed by the preceding government leave little money for other procurement.

    “The delay will cause a major problem in the procurement of the weapons and equipment for the Indian Army,” a senior Army planning official said June 23. “Even after six months it is not clear whether they will go ahead, because the new government in Delhi may review some programs.”

    Most of the programs on hold have been approved in principle by Army procurement officials, who expected to sign contracts for them within six months. These include:

    * 36 Smerch multibarrel rocket launchers from Rosoboronexport, Moscow.

    * 28 Tunguska air defense systems from Rosoboronexport.

    * 12 Nishant unmanned aerial vehicles (UAVs) from India’s Defence Research and Development Organisation.

    * 16 Heron UAVs from Israel Aircraft Industries, Lod, Israel.

    * 120 Igla surface-to-air missiles from Rosoboronexport.

    * Six Indian-made weapon-locating radar systems from Bharat Electronics, Bangalore.

    * 12 training simulators for UAV operators from Macmet Industries, Bangalore.

    Three other programs on hold are not so close to signing:

    * 100 155mm tracked howitzers. Contenders for the job include Denel, South Africa; Soltam, Israel; and SWS Defense, Karlskoga, Sweden.

    * 180 155mm wheeled howitzers. Contenders include Denel, Soltam and SWS Defense.

    * 950 night-vision devices for T-72 tanks, for which the contenders are IAI Electronics Group, Yahud, Israel; LITEF GmbH, Freiburg, Germany; and Reutech Defense Industries Ltd., Natal, South Africa.

    Finance Ministry officials did clear the Defence Ministry to put $1.17 billion toward several purchases signed between January and April by the previous National Democratic Alliance government, a senior Defence Ministry official said. This payment — 20 percent of the deals’ total value for the year — will be disbursed within two weeks.

    Those deals include:

    * Buying 66 Advanced Jet Trainers from BAE SYSTEMS, Farnborough.

    * Acquiring the aircraft carrier Admiral Gorshkov from Rosoboronexport, Moscow.

    * Buying 16 MiG-29K naval aircraft from Russia to be mounted on Admiral Gorshkov.

    * Buying three Phalcon radar systems from IAI, Israel.

    India buys about $5 billion in weapons and gear each year — about $2 billion from foreign firms and $3 billion from state-owned defense companies and ordnance factories, a procurement official said.

    is there anything that models (prinz eugen,bismark) vs (POW,Hood) ?

    my favourite battle would (tirpitz, bismark, musashi, yamato)
    -vs- (iowa, wisconsin, missouri, king george V) in open water with ample room for manouver. throw in a pack of fast cruisers like prinz
    eugen into the mix too.

    no it isnt. there are enough loopholes there to ensure the favoured few can get whatever they need. sales of Trident D5 missiles and Tomahawk cruise missiles to UK for instance.

    all these treaties like MTCR, nuclear suppliers group (NSG) are just meant to keep or atleast delay other “challengers” from emerging on the scene. it has nothing to do with non-proliferation because those who proliferate do so with complete impunity – the US always cuts some short “deal” with them.

    it is a wider political question and the answer will flow from there too. what kind of Japan do their people want to see in 25 yrs ?
    (a) still a subsidiary ally of the US with a US mil presence and protection treaty ?
    (b) a equal-equal ally of the US like france with no overt mil presence?
    (c) totally independent of US policy and presence ?

    as it goes from (a) to (c) the need for domestic programs increases.

    I get the feeling the young people in South Korea and Japan are confident of the future and their own capability and do not want to be tied down by the US. I think US will eventually have to withdraw from korea (reunified) and japan – the increase in activity at Guam points to this.

    yes Ja, we need something to replace the Mig25s with. UAVs cant fly to U-2ish height and our current IMINT sat onlee has around 1 m resolution (compared to 10cm for KH12), we may be buying up israeli Ofek imagery also thats around 50cm res iirc. Sats anyway cant respond to realtime tactical missions.

    fwiw Surrey is also building the initial test satellites for the Galileo program to test the atomic clock or somethin…its a stretch to believe microsats have use for defence.
