Yeah, most odd  As a biker (well, not for a while, but I know the score), not stopping to at least check that the chap is ok is very poor form, & possibly unlawful to boot.
Still, hopefully it was just his pride that was bruised.

A younger/slimmer Dr S, with a real GSX, the GSX1100ET 😉
they were nice looking machines

Looked a fairly benign incident to me; but as you say it could have been nasty!
I’m not sure I’d have stopped in those circumstances; it didn’t look too serious as it happened and often the worst thing you can do is react too much and make matters worse. In the split-second you had to asses and react the best move was probably to avoid, without slowing too much, and then pull-up further along. Surely you’d have no legal requirement to stop; doesn’t that apply only to those involved in the accident?
What was the oncoming biker doing on that side of the road; did he ‘bale out’ of the previous corner?
the fact is there was no considderation for a downed biker others would call the video poster a pillock for his speeding activities ( there is no safe speeding on an open to the public road ) just because you have been lucky doesn’t mean it won’t be you next time
and just because someone gets up and carries on never assume there is no serious injury as in this wikipedia entry of a famous manchester city player
Named FWA Footballer of the Year for 1956, Trautmann entered football folklore with his performance in the 1956 FA (Football Association) Cup Final. With 17 minutes of the match remaining Trautmann suffered a serious injury after diving at the feet of Birmingham City’s Peter Murphy. Despite his injury he continued to play, making crucial saves to preserve his team’s 3–1 lead. His neck was noticeably crooked as he collected his winner’s medal; three days later an X-ray revealed it to be broken.
whilst it may no be compulsory it shows the standard of curtessy to other humans still i guess it would be difrent if it was him that rode past the exceptionaly experienced and in the right you
he was another biker and even if you didn’t like his antics a quick stop and asking “you ok knobhead ?? ” is a common courtessy

Are we all just supposed to be drones here to service an entity name ‘the economy’?
With people having an extra day off to celebrate I would have thought if anything MORE would be spent on that day. It’s not like any businesses are going to buy any less because of the extra day off, they might put if off for a day, but that’s all.
sureley the fewer days worked are better you will still only buy the same in the shops that you need each week and you could pay shop staff fewer days wages
err hang on !!??
but any given person is only going to buy the same each week and i’m tight with money unless it is a day off then i go potty

Apparently a single day off in 60 years is very bad for the economy according this comedian.

Is the UK economy so fragile that a single celebratory day off causes the economy to contract?
Excuses, excuses.

now i’m back at work i probably spend 15.00 a week on myself !!
