Speed limits arent made out of the basis of how cars handle in the streets, but how much time and distance it takes to slow physical objects movment from certain speeds and how much average human minds have time to react into rabidly changing situations.
Also, (thougth I dont know if its same in UK) the roads are usually desinged so, that meassurement-speed that is used when the plans have been draw to make the road safe are usually far higher than any law prohibits. Therefore the roads are safer in fast speeds. Usually when the speed limit suddenly drops from the general limits, its due some engineering fact that the road cannot be made safe enough for these meassurement-speeds.
But these tin-pot-cops can be bitchy, In the vast, sparsely populated wilderness, they are only practical solution to monitor the traffic safety, so they are quite common around here. I once heard that some guy that was drivng from the Lapland, via the Karelian forrest roads tryed to avoid them by simply taking the opposite lane when ever his GPS warned that a box was coming near by. It worked well, as the roads are randomly used but at one occasion he was couth bit too late and the Camera spotted him at the moment he was crossing the centerline driving way past the speed limit….cost him his driwing licence and big time speeding ticket:D (and in here, we have this progressive method that if your income are big, the ticket is big, in same analog than like 100 € is to someone that lives in the bread-line:diablo: )
