I think the Su-34 development programme is far from complete, & RuAF evaluation will be protracted, hence the (very) LRIP.
IMHO I think the Leninets radar is only a stop gap for a more capable AESA set from either radar house- something already hinted at by a senior RuAF official recently, and will be subsequently retrofitted at around 2010 time frame.
