I know it will never happen but it is fun to spectculate how a new aircraft could be developed. The F-117 used lots of off the shelf equipment repackaged into a new airframe so it’s not really a new idea.
The main aim of such a program would have to be making it affordable, using existing engines, systems and equipment eliminates development costs, but can a new airframe be designed and manufactured to cost the same or less than an existing airframe?
I think it could be done 😉

I think the Replica did have weapon bays to test the effect of opening and closing them has on the RCS.

Although funding has yet to be approved, the USAF has signalled its intent to award Boeing a contract to develop a version of its SDB Increment 1 weapon with a composite-cased warhead. The case will break into fibres rather than heavier metal fragments when the bomb explodes, limiting its lethal range, while it will also release a dense metal powder that will lose energy quickly, reducing the blast radius.

That was my first thought too, I think they are just aerodynamic mountings for doing wind tunnel tests on a clean airframe.
A bit like the way they are testing this F/A-18 model.

I think I heard that the 25 De Mayo’s boilers couldn’t generate enough steam to give the SuE the required catapult pressure and wind over deck speed to operate at useful weights.
