The SPECTRA does not have to ability to detect, track and get a fire solution on another jet from afar. It can tell if its being radiated and gain a proxy sector and altitude from which this radiation coming from.
It has been said by Thales or Dassault officials that it actually can, like a few other EM suites (F22 for instance).

Easy, the wave from the radar has to go all the way to the plane and back. So when the targeted airplane receives the radar wave, it’s still twice stronger than when the radar emitter will receive it. Sheer logics.
So if the Irbis-E can detect Rafale from 200KM, then the Spectra will detect this from.. 200KM.. or 400km, not sure what you even mean with this X2 range..:confused:
In theory 400 km, which is also the distance the wave will travel if it goes 200 km to the rafale, & then 200 km back to emitter.
Oh, and go easy on this widly RCS claims. You know nothing about them, as do nobody else. The Su-35 will most likely not carry external fuel tanks prior to BVR, but the Rafale certainly would;)
In AtoA scenario all is possible. A Rafale may even carry CFTs and no external tanks, provided its customers chose to order them.
