Jamming a passive radar seeker is difficult! Emitting more radar signals just gives the seeker something else to home on.
The obvious solution is towed decoys…
I think what they want is a slimmed-down Bars.
You could easily scale down the Bar’s antenna to 680mm, while retaining a lot of compatibility. Range would be reduced of course.

This site says MiG-23MLA was an improved ML, taking features from the MiG-23P, but for VVS use.
There are two main theories:
1) It never existed- perhaps it was simply MiG-23ML Variant A (Warpac standard, as opposed to Variant B Third-world)
2) It was a late production MiG-23ML with an improved radar
Well, it has an RD-93 engine currently, so it would have to be something similar in dimensions, like F404, M88, EJ200.
