Uh, no it doesn’t. It goes to show you how cruise missiles built DECADES ago were lacking in accuracy. How in the world does the accuracy of the Regulus missile reflect on the accuracy of the AGM-86B or a new design?

Of what, launch systems, or actual warheads? If you replace a single-warhead missile with a MIRV’ed missile, that’s a buildup and represents an increase in your warfighting ability as you can blanket more targets.
Even if they were ideal there are several other places to base these systems that could still get the job done and not upset the Russians.
Why would you place a defensive system in a location that is not ideal?
Russia isn’t overreacting, they’re playing politics, and doing a very nice job of it, I might add. Raising hell over this issue allows them to gain political concessions and gives them a reason to bail on the CFE or INF or whatever treaty they desire. The science doesn’t support their position, of course, but that isn’t important in this case. Putin may be a former spy and all that, but I’m betting he got high marks in international politics in whatever school he attended.
