It may be a risk if the film is made and then fails, if there is no attempt to make a film and the money people have bought shares with disappears along with the organiser, I would call it something else. To my certain knowledge there is also plenty of money owed which has nothing to do with the film !
From that point of view, yes, you are right. But not knowing the circumstances of the case I was merely making the point that investing in a film, or simply the pre-production costs of a projected film, when there is no certainty of a camera turning, let alone a distribution deal, is a very large risk indeed.

I believe there used to be a replica – perhaps still is – at the Science Museum.
It is not surprising and unfortunately it is a very high risk business.:(
