I don’t give F/A-18 much of a chance of anywhere except in the USA in the form of a few more Growlers. The USA is cutting back in many areas to fund the ongoing overspend on F-35 development, remedial work on aircraft already produced and production. I don’t see the US government funding further F/A-18 development.

i’m not so optimistic, as France was commercializing MRTT in qatar and given the tendancy of Gulf states ot to put all eggs in the same basket.
