if Test is known public than it is usually assumed in Pak case that the system is in opertion or shortly in operation. that is the reason u see only one report about PAF testing BVR but things were brought from kentron a decade ago but known now in statements.

So what you are basically stating is that living in a *oligarchy or a despotism is usefull when the state wants to keep failures quite because unlike a democratic country where nearly everyone is answerable to someone and everything has to be made public, failures or otherwise they can get away from it.

*Oligarchy means the rule of the few, and those few are generally the people who are richer and more powerful than the others
