mattHungarian Government: Gripen International Offset Program “Beyond Expectations”

“As the second year of the 14-year long Gripen Offset Program is coming to its end, we have made a summary of the achievements. The progress is really beyond our expectations: at the end of the first two years more than 20 per cent of the overall offset obligations are fulfilled, and in the field of investment obligations, almost 45 per cent is accomplished,” says Dr. Sándor Szabó, Director of the Offset Section in the Ministry of Economy and Transport, MoET.
“We are confident that the Gripen Offset Program, which is the flagship of all similar programs we are handling, shall continue with success,” Dr. Szabó continues.
Recent milestones include the decision by Electrolux to focus its European manufacturing of combined freezers/fridges to a new factory that is to be erected in Nyiregyháza, with an initial investment of about 65 MEUR. Furthermore, Gripen International is involved in a major investment within the automotive sector, where final negotiations are ongoing.
Ever since the early 1990s, when Saab AB (later Gripen International) began promoting Gripen to the Government of Hungary, offset and industrial cooperation have been important items on the agenda. When the first contract between Hungary and Sweden was signed in 2001, covering the lease of 14 Gripen aircraft, an associated Offset Agreement was concluded between Gripen International and the Government of Hungary under which Gripen International assumes the commitment to undertake certain activities to offset the aircraft lease.
The total offset obligation is to be fulfilled within a 14-year period from the effective date of the Offset Agreement, signed on 20 December 2001. In addition there is a requirement to achieve 50% within 8 years. Already, with the second offset claim approved by the Offset Coordination office in the Hungarian Ministry of Economy and Transport, about one fifth of the total offset commitment has been reached, i.e. 1.500 MSEK (approx. 170 MEUR).
“The picture is absolutely positive not only from the speed of the fulfillment but also looking at the content of the offset activities delivered by Gripen International and its Designated Partner Companies. It is of great importance for Hungary, that Gripen International has brought significant new investments into our country while the competition for foreign investments is very tough among the countries of the region. These projects will have a positive contribution to the development of the Small and Medium-sized Enterprises, SME, subcontractor network and will also help to ease problems of unemployment in less developed parts of Hungary,” Dr. Szabó concludes.
One example is metal component manufacturer bakony Muvek, which, according to information given by the company to MTI-Econews, has reached an agreement with Electrolux to supply 500.000 parts a year for refrigerators and ovens. The deliveries will initially be made from their Veszprem plant, but later a new plant will be built in Nyiregyhaza at the site of the Electrolux factory.
In September 1995, an MOU was signed regarding the purchase of Gripen. In parallel, a protocol for the pre-registration of offset was executed with the objective of promoting the growth of exports from and investment into Hungary. During this so called Pre-Offset Phase, an offset value of 876 MUSD was generated – a value today available for transfer/trade to other companies with an offset obligation in Hungary.
Venture Capital Fund making syndicated investments
Gripen International has also established a Venture Capital fund in Hungary with a basic capital of 2 MUSD. The objective is that the fund should be further increased with revenues from sales of the earlier mentioned Pre-Offset. The fund will make investments in Hungarian companies, mainly in the form of syndicated investments with other participants in Hungary.
Gripen is the most cost-effective and capable supersonic, swing-role fighter aircraft in operational service today. In service with the Swedish Air Force since 1997, it will also equip the South African and Hungarian Air Forces.
Gripen International is the company, which acts as a prime contracting organisation, responsible for marketing, selling and supporting the Gripen fighter worldwide. Gripen International is owned jointly by Saab AB of Sweden and BAE Systems of the United Kingdom.

WHO said they dont like the Gripen? its only short ranged if it cant do what you want it to do. If the plane cant find a “typical” mission profile that an Airforces airplane flies then its short ranged other wise no! I mean come on! were not talking about flying from USA to german and back here.
Gripen is a great aircraft, and it is always evolving.
As for Hard points, how many missiles do you think and aircraft will be able to let of without being killed? 1, 2 maybe .. you cant honestly think that an aircraft in a combat situation will have time to lock on and fire more then 8 times before some one picks him up.

A new batch of Sukhoi 30-MKI multi-role fighters with new systems on board have arrived from Russia, Chief of Air Staff, Air Chief Marshal S Krishnaswamy said today.
Krishnaswamy said the new aircraft, which has an indigenous mission computer, would be based at the Sukhoi squadron in Pune.
Asserting that the present peace move with Pakistan was a major step, Krishnaswamy said “of course, we have to keep vigilant, so that the peace initiatives are given a good support”.
On the MiG aircraft, he said, the Indian Air Force (IAF) had over 400 aircraft, which is a national asset and the IAF was maintaining it well.
Krishnaswamy said the private sector should play a larger role in the Indian aviation industry and expressed confidence about products developed by the industry being used in IAF aircraft. (PTI)

Did the story of Wright Brothers influence you during your early days?
I still remember what Lord Kelvin said: “Nothing heavier than air can be flown.” In 1903, the Wright Brothers disproved this by flying for a few seconds.
What’s slowing our indigenisation efforts?
Indigenisation means that we re-engineer an imported system and make it Indian. As for indigenous development, technology denial from the developed world came as a book for us to develop multiple technologies. Scientists and technologists of the older generation had a mindset that it could not be done. But our enthusiastic young scientists considered this as an advantage and developed number of technologies. We must defeat this defeatist spirit.
What’s your message to young Indian aviators and scientists on the centenary?
In the last century there was tremendous technological growth in aviation and space. I see many challenges and opportunities in front of us for the coming decades. Young scientists and aviators have a great role to play in building futuristic aerospace technologies. You should have an aim, a bigger aim and you should sweat and work with perseverance to achieve it. Problems will come on the way; but you should defeat those problems. Success will be yours.
Do you still regret not having qualified to join the Indian Air Force?
Yes. Whenever I see a flying Air Force officer, I always feel that I narrowly missed it.
