With what is happening along the LOC and the numerous breaks in the ceasefire I would think the Indian Government would secretly be thinking that the Russian Measure was a blessing and a precedent.

thats like saying that since Dassault provides the tools to Boeing for its CAD work, all design work thats been done by multinational engineers at Boeing plants is actually the IP of Dassault and IBM. Boeing is being paid for its services, and after that, it has no rights over the aircraft itself.
I see your point how ever it is not exactly the same in the sence that when you pay for CATIA you pay for the right to use it for your own business needs where your own ideas are driving the designs. At that point CATIA is just facilitating your Design it is not driving it (and if it is driving it then you have to question the capabilities of the draftsman).

Boeing on the other hand isnt proving a software that would facilitate ADA solving its LCA issues.. Boeing is solving the issues the LCA has. Completely different cases.
Remember a lot of the issues the LCA faces are probably issues Boeing faces on the F/A-18EF or one of its other aircraft ages ago! so for boeing the IP to solve issues may already exist in its IP library.
If Boeing give guidence and advise which helps to solve a problem related to the LCA i.e. reduce weight etc because of an idea Boeing provides than even if no equipment flies on the LCA technically boeing IP would be flying in the LCA.
Its standard practise to do this.

The LCA is a program not an aircraft. The MKI is a program and not an aircraft. They have done more without EVER flying that can be talked about in open source. I have said this before and I guess its very difficult to understand without actually experiencing it: the LCA is building the infrastructure that will build India’s aircrafts. NO ONE hands you ANYTHING on a platter. Its simply not in their interest to do so.
The people who really know whats going on are really not talking (like WHY are we spending $20 million on Boeing “consultancy”?) The folks to claim to know whats going on like that rag JDW really have no clue what they are talking about 17 deg AOA is long gone….its now really a $20million consultancy issue.
Even with a 2032 and the IN-20 there is sooooooooooooooooooo much work that needs to be done, sooooooooooo much stuff that we (us internet brouchure baboons) cannot even comprehend.

Even if the LCA was flying today in full ASQR spec and with every last nut and bolt designed and built in India (ok for you every single microprocessor) even then the LCA will be a victim of geo-politics on a fundamental issue that village idiots like us cannot even comprehend. FORTUNATELY if/when the US heads for a recession and that leads to a global recession then that might be the BEST thing for the LCA (oh believe me it is).
I do realise Aero more than most industries is prone to illigitemate idiotic media miss reportings.
I also realise that the LCA has given the DRDO and leg up in terms of manufacturing capability and production understanding outside of books which is KEY.
I also do not take away from the LCA the capabilities it now affords the IAF vis-a-vis avionics including all the other current and future spinoffs.
However having followed this particular little bird since my school days back in 1992 I have to ask, is there a point beyond which carrying on with the LCA does the Indian Research Establishment more harm then good? And it is coming to that point now!
Build 80 or so LCA and move on, before the country get such a bad taste in their mouth that the meer thought of Indeginous Research leads to convulsions and contractions of the stomach!
Let DRDO takes its lessons learnt (Including I hope “not pandering to requirements”) and work on the MCA at full spead! before the LCA program does so much damage to the reputation of the fledgling Indian Aerospace Industry that abortion is called for en mass!
This should have been done with the Arjun also! I realise the school boy spoilt brat antics of the Army did not help Arjuns cause but if the program was kept at being a proof of concept research to make all the mistakes before they went for a proper full production people would not be averse to new research for a newer generation Tank from DRDO.

Once upon a time the LCA had some promise and looked to be capable, these days it will be lucky if it is able to perform better than the Mig 21’s it is supposed to replace!
The fact that there can be so much debate over the weight of the LCA is a good/valid indicator that someone in production or design has messed up.
Better for the Indian defense research estabalishment to stop pandering to Armed forces whims and freeze requirements to get something functional instead of these machines that try to be everything and fail to be anything usefull.

For aerospace the state of art does not really change that quickly. Structural materials that were relevent back in the 90s are still relevent now.
Only thing that would change quickly would be the electronics side of things.

The Nimrod MRA4 programme has experienced further cost growth of some £100 million in 2007-08, bringing the total forecast cost growth on this programme to £787 million or 28% of the Approved Cost. The programme has also experienced further slippage in 2007-08 which now totals 92 months, some 7.5 years.
The new Minister for Defence Equipment and Support needs to look closely at this programme to assess whether it is ever likely to deliver the capability that our Armed Forces require within the timescale needed. If it does not, the MoD should withdraw from this programme.

Russia, India To Sign Transport Aircraft Deal: Report

MOSCOW – Russia and India will sign a deal to start work on the design of a new transport aircraft in April, daily newspaper Kommersant reported March 20.
Russian state company Rosoboronexport and Hindustan Aeronautical Ltd will sign a deal next week on the design of a new transport aircraft, the newspaper reported citing a source on the Russian side.

The contract for the design of the plane is $8.5 million (5.5 million euros), said Viktor Livanov, the general director of the aircraft manufacturer MAK Ilyushin, one of the companies involved in the deal, told the newspaper.
The total worth of the project is $600 million with each side investing $300 million each, Livanov said.
Design of the plane should take two years with the plane set to be certified for flight in 2015, Livanov told the newspaper.
India is Russia’s traditional ally in southwest Asia.

Most of INs Sea King fleet comes from the UK. I’m sure AgustaWestland or Pratt & Whitney Canada could handle maintenance or refurb of six H-3 Sea King maritime utility transport helicopters if the US did not want to provide these services.
As for the ship itself, do consider it’s an LPD, not an AEGIS cruiser. WIth IN’s track record of keeping old ships operatioal (e.g. 2 vintage carriers), I’m sure their yards can handle Trenton if need be. What little weapons it has (e.g. Phalanx) can be replaced (e.g. Kashtan). There is little – if any – dependence on US support in general in IN, IIRC.
The Sea king issue is still a sore point between those two parties. Unfortunately the UK Industry involuntarily in a lot of cases has been put on a very short lease by the US.
This does make one wonder what will happen when things like the P-8 are bought. I still remember the deal with the earlier P-3s where India would have had to declare where and how it would use those aircraft and get permission from the US before doing so!
Congress as ever is selling Indian Interests and soveriegnty for no real good reason.
