    IAF steps up rescue of stranded foreigners, Leh toll reaches 165

    Even as the toll in Friday’s flashfloods in Leh rose to 165 on Monday, the focus shifted to rescue and relief of stranded tourists. One hundred and fiftybodies have been identified so far, while 15 unidentified ones have been buried or cremated, Amir Ali, in-charge of the disaster management cell in Kashmir, said.

    Indian Air Force (IAF) rescued 81 foreign tourists — 17 British and French each, nine Dutch, eight Czech, seven German, four Israeli, Swiss and Romanian each, three Australian, American and Italian each and two Spanish — and six tour operators from the Zanskar valley.

    “The foreigners have been safely flown to Leh. A special police assistance booth has been opened for those who lost passports and other travel documents. Sixty-three sorties [both IAF and civil] have been made from Leh to the affected areas in 25 hours,” SN Acharya, officiating public relations officer of the defence ministry in Jammu, said.

    Lieutenant Colonel JS Brar, defence spokesman in Srinagar, said around 76 foreign tourists were stranded at Pang. “Around 150 foreign tourists are in Lamayuru, eight in Batalik and 10 in Kargil. All tourists are being taken care of by army formations,” he said.

    Efforts have been fast-tracked but the 26 armymen who went missing in the Nubra valley, where slush has accumulated up to 25 feet, are still untraceable. Efforts to clear the debris and rubble in different parts of Leh have been trebled. “So far, 145 people have been confirmed dead and 180 injured. Rescue operations are on in full swing,” Amir Ali said.

    A defence spokesman said the army had pressed 41 columns into service to augment relief and rescue operations in Leh and adjoining areas.

    The army has restored the Leh-Manali road up to Kara, 40 km from Leh.

    “This stretch was badly affected by the flashfloods. Our teams are proceeding ahead to clear the road. We hope by [Monday] evening or tomorrow we will be able to clear the Leh-Manali highway,” Lt Col Brar said.

    Griffon Hoverwork wins £34million contract – UK’s largest ever hovercraft contract!

    Vince Cable, UK Business Secretary, made the announcement that Griffon Hoverwork has won the £34million contract to supply the Indian Coastguard with twelve 8000TD hovercraft. Speaking from Delhi, where he is part of Prime Minister David Cameron’s party, Mr Cable stated that “this contract is a very significant step for this Southampton-based firm. Patrolling a coastline as long as that of India is a huge challenge and I am delighted that a UK firm has been selected to help the Indian coastguard in this task. I wish the company every success in their future, and hope this partnership leads on to further cooperation.”

    This contract is the largest order ever for UK hovercraft and provides some 3 years of work for the company, including extensive training both in the UK and India, where their product support distributor MSC Mumbai will deliver a full spares/maintenance programme.

    The 8000TD is a popular craft for Coastguard operations, as it can be configured to carry passengers, vehicles and equipment for disaster relief or medical evacuation. At 21.3m in length and with a payload of 8 tonnes, it can reach speeds of 45 knots and is powered by two Iveco diesel engines.

    The Indian Coastguard acquired six 8000TDs in 2001, pictured above, two of which were built at Griffon Hoverwork’s UK premises and four in Calcutta.

    The craft proposed by Griffon Hoverwork are an upgraded version of the Indian Coast Guard’s existing fleet, but with several enhancements thanks to design and technology improvements and the research invested by Griffon Hoverwork in product development.

    Due to the benefits these craft have brought to the Indian Coastguard’s capabilities, a tender was announced in November 2009 for the procurement of another 12 hovercraft. Griffon Hoverwork prepared a bid, which was submitted on Christmas Eve 2009, and the process of negotiation was successfully brought to its final stages last week.

    Other customers of the Griffon 8000TD include the Saudi and Kuwait Coastguards, for whom the hovercraft is a vital asset to border patrol and policing shallow water areas.

    The company hopes to clinch other contracts in India, providing more employment in both countries.

    Pyotr Veliky cruiser, INS Trishul to hold exercises in Arabian Sea

    Russia’s Pyotr Veliky nuclear-powered guided-missile cruiser and Indian Talwar class missile frigate INS Trishul will conduct a joint PASSEX-type naval exercise in the Arabian Sea on Wednesday.

    The warships will practice joint maneuvering and carry out several communications drills.

    The Pyotr Veliky, the flagship of the Russian Northern Fleet, is returning to its home base in the Barents Sea from large-scale naval drills in the Pacific Ocean. The cruiser called at the port of Mormugao in the Indian state of Goa on August 6. There it replenished water and food supplies.

    Mormugao is the only port on India’s western coast allowing visits by nuclear-powered ships.

    The Russian cruiser already visited Mormugao in January 2009, when it took part in the INDRA-2009 joint anti-piracy naval drills with the Indian Navy.

    Russia’s largest and most powerful warship, the Pyotr Veliky has a displacement of between 24,000 and 26,000 tons, and a speed of up to 31 knots (almost 57 km/h). The ship is 251 meters in length and has a crew of more than 700 sailors.

    The ship’s main weapons include 20 SS-N-19 Shipwreck missiles, designed to engage large surface targets, and air defense is provided by 12 SA-NX-20 Gargoyle launchers with 96 missiles and 2 SA-N-4 Gecko with 44 missiles.

    Missile Development Programmes

    Status of missile development programmes, currently being run in the country, are given below:-

    (i) Nag – It is a 3rd Generation Anti-Tank Missile having ‘top attack’ and ‘fire and forget’ capability with a range of 4 km. Its validation trial based on User Trial feedback has been completed successfully. Missile system is ready to enter production /induction phase.

    (ii) HELINA – It is the Helicopter Version of 3rd Generation Anti-Tank Guided Missile with a range of more than 7 km. Launchers have been cleared for captive carriage trials and handed over to Hindustan Aeronautics Limited (HAL) for carriage trials.

    (iii) Astra – It is Air-to-Air Missile system for beyond visual range, designated to be a missile for Light Combat Aircraft (LCA). Its two guided flight trials from ground launcher have been undertaken during July 2010.

    (iv) LR-SAM – It is a Long Range Surface-to-Air Missile (LR-SAM) jointly developed / produced by DRDO and IAI, Israel. Its Ballistic flight trials was undertaken in May 2010.

    (v) MR-SAM – It is a Medium Range Surface-to-Air Missile (MR-SAM) jointly developed/produced by DRDO and IAI, Israel. Its preliminary design has been carried out. Pre-tender briefing to all prospective vendors has also been carried out.

    (vi) Agni Series of Surface-to-Surface Missiles: Agni-I with a range of 700 km and Agni-II with a range of more than 2000 km have been developed and inducted into Services. Agni-III with a range of 3000 km is ready for induction into Services.

    (vii) BrahMos – it is a Supersonic Cruise Missile. It has twin roles against sea and land based targets and can be fitted on multiple platforms including ships, submarines, aircraft and mobile ground platforms. The missile has range of 290 km with 200 kg warhead and a speed of more than 2.8 mach number. BrahMos Supersonic Cruise Missile development programme started as a joint venture between India and Russia through an Inter Government Agreement in February 1998. It has already been inducted in Indian Navy and Indian Army. The Air Version of the missile is under development.

    Except BrahMos, no offer has been received from any country for joint venture in missile development programmes. There is no plan to accept the conditions of Missile Technology Control Regime.

    This information was given by Defence Minister Shri AK Antony in a written reply to Shri SB Wankhede and Shri AP Shivaji in Lok Sabha today.

    Full Sukhoi squadron in Tezpur, next in Chabua

    SHILLONG: A full squadron of Sukhoi-30 warplanes have been deployed at Assam’s Tezpur air base, while another squadron is expected to be brought to upper Assam base of Chabua by the end of the year.

    The full complement of Sukhoi fighter jets arrived at Tezpur this June and the squadron is operational, defence sources said.

    The air base at Chabua is being upgraded to house the warplanes which will subsequently replace the ageing MIGs. The sources said the runway, taxi track, hanger and other airfield infrastructure at Chabua air base is being upgraded.

    Already the ‘vintage’ MIG-23 and MIG-25 planes have been phased out.

    “Once adequate number of Sukhois and other modern aircraft come in, MIG-21s would also eventually phased out,” sources said.

    IAF has been expressing concern over the maintenance of the older generation aircraft like MIG-21s in the force which are operating since early 60s. There have been a number of incidents of MIG-21 crashes in the last couple of years.

    Besides the Sukhois, the sources said once the medium multi-role combat aircraft (MMRCA) deal is through, Air Force would deploy some of the squadrons in the eastern sector. Currently, trials are being conducted with aircraft of six manufacturers for the 126 aircraft deal, officials said.

    Govt sanctions additional Rs 4764 crore for submarine project

    NEW DELHI: With the delivery of the Scorpene submarines getting delayed, the government has sanctioned an additional amount of Rs 4,764 crore for the project, the Rajya Sabha was informed today.

    “The last (of the six) submarine will be delivered in the second half of 2018. Government has recently sanctioned an additional amount of Rs 4764 crore for the project,” Defence Minister A K Antony said in reply to a written query.

    India had signed a Rs 18,798 crore deal with France in 2004 for six diesel electric submarines to be constructed at an Indian shipyard and the first submarine is expected to be completed by the Mazagon Dockyards Limited in Mumbai by 2012.

    The minister said the delay in delivery of the submarines was due to initial teething problems, absorption of technology and augmentation of the MDL infrastructure and procurement of MDL-procured materials.

    Antony said the defence shipyard has put in place various plans to obviate any further delay.

    On another query on the artillery ammunition, the Defence minister said the Krasnopol ammunition was procured from Russia in two batches in 1999 and 2002.

    “The 1999 ammunition is serviceable and fit for firing during training and operations after repairs by the Original Equipment Manufacturer. The 2002 ammunition is under quality claim repairs by the OEM,” he said.

    Public interest in space, by the numbers

    The media coverage of the recent World Cup has again led to commentators asking why soccer is far and away the number one sport in the world, but not in America. Often, this question leads into a rant about the wrong-headedness of either America or the world in other matters, or the relative merits of various sports. It probably is true that soccer is number one in the world as a whole, and it is definitely not in the US. But, to do an apples-to-apples comparison, how does America compare to other nations, as opposed to the planet as a whole, on soccer enthusiasm?

    Soccer popularity by nation is a challenging question; popularity is hard to define, (Participants? People who watch from the stands? On TV?), and good comparative numbers do not seem to exist. National sport popularity is so contentious that a Wikipedia page that attempted to list sport popularity by country has been repeatedly deleted and reinstated. Of the other sources that attempt rank sport popularity by country, most are battlefields for flame wars, or make claims that are impossible to believe (One out of every six people, including infants, toddlers and the aged, play volleyball, on a regular basis?), although some of it could be considered educational. (Who knew that Kilikiti was big in Tuvalu?)

    International aspects of space are also in the news, with NASA Administrator Charles Bolden’s interview on Al Jazeera (see “The real message of a controversial statement”, The Space Review, July 19, 2010), and the White House release of space policy that again highlights international cooperation, both as an instrument for international relations, as well as a necessity for funding future space activities (see “Parsing the policy”, The Space Review, August 2, 2010). This raises the question, how popular is space around the world?

    Direct measurement of space popularity is even more challenging than soccer popularity. The spending on space by various national governments could be a proxy for popularity. There are two reasons to adopt this measure. First, at least for the world’s democracies, politicians have to take the popularity of various government efforts into account when spending money, or risk being voted out of office. Authoritarian governments face a different calculus, of course. If a government can get away with criminalizing unrelated men and women holding hands in public, or so restrict access to food that the average citizen’s height is affected, well, it’s probably best to leave places like Iran and North Korea out of this analysis.

    The second (and perhaps most important) reason for using government spend on space as a measure of popularity is that someone else has done the heavy lifting of assembling credible comparative data. Euroconsult has released figures for governmental spending on space, combining military and civilian programs for 2009, for the world.

    At first glance, this can be read as an argument for American Exceptionalism from just two data points: US governmental spending on space of almost $49 billion versus total world governmental spending of $68 billion. America was thus responsible for about 72% of the worldwide governmental space spending. ESA nations, including national programs as well as ESA contributions, came in at $7.8 billion, for 11.5% of the total. And Russia was at $2.7 billion, just behind Japan.

    National space spending by GDP and per capita

    Although interesting, this doesn’t get to popularity, as different countries have different levels of resources they can spend on anything, including spaceflight. Using Gross Domestic Product (GDP) as a measure of available national resources, American space spending was about 0.34% of its $14.3 trillion GDP (which represents about 25% of the world’s total $58 trillion GDP). Other national spending on space compared to GDP includes Russia at 0.23%, India at 0.07%, Japan at 0.06%, and China at 0.04%. Looking at these numbers, one could perhaps infer that the popularity of space in America led to a commitment to space that is 50% greater than Russia’s, and five times as great as India’s, and that India and Japan have roughly equivalent commitments and popularity for space.

    Along with differing GDPs, nations also have differing populations, with the combination of China and India alone having about 37% of the world in their borders, while the US has 5%. Calculating government spending per capita on space puts the US at $158, Japan at $24, Russia at $20, China at $1.50, and India at $0.75. The spending of ESA nations present a greater challenge to make comparable to the world, given factors such as the composition of the ESA and the EU are not the same, and the nation where ESA funding comes from and where the money gets spent are not identical. But for ESA members, looking at their contributions to ESA as well as non-ESA space spending, some numbers per capita are $35 for France, $18 for Italy, $14 for Germany, $15 for Sweden, with the English at $6. Using these numbers, it looks like Japan’s commitment to space is more than thirty times as great as India’s, and the American commitment is more than six times greater than the Japanese commitment.

    India beyond the numbers

    However, either of these measures, by GDP or per capita, miss the issue that comes up in many debates about space spending, that of other competing national needs. As an example, the World Health Organization estimates that 665 million Indians currently defecate in the open (they have no access to toilets). That’s more than twice the entire US population without access to a toilet. Even in the grip of the Cold War, would America have joined the Soviets in a space race without pervasive indoor plumbing, to say nothing of just toilet access?

    There are other non-numeric indicators of the popularity of space in India. A. P. J. Abdul Kalam, an aerospace engineer widely known as the “Missile Man of India”, was able to use that as a springboard to become president of India, a largely ceremonial position; could any former NASA administrator even have contemplated becoming President—or any other major elected office—based on their space agency experience? And, at the recent International Space Development Conference in Chicago, more students from India were in attendance to present space settlement designs than any other country, including the US.

    To return to the numbers, if GDP is adjusted by subtracting out $2.75 a day per person, as a proxy for basic living needs, India’s space spending is world-leading at 1.85% of this adjusted GDP. The US is now at 0.35%, Russia at 0.26%, and China and Japan both come in at 0.06%. And, for the quarter of India’s population (a number roughly equivalent to the US population) that lives below the world poverty standard of $1 a day, $2.75 would be a spectacular boon.

    The Indian commitment to space, as evidenced by the people continuing to elect governments that spend the amount of available resources on space in the face of other needs, is spectacular and unmatched in the world. If the rest of the world poured cash into space with even a fraction of that commitment, would you be reading The Space Review in your O’Neill colony home, or glancing at it after buying T-shirts for the kids from a kiosk at Titan’s spaceport, after a diving vacation? (I’ll leave out the possibility that you may not be able to flush on the flight home, however.)

    ’19 crashes involving MiG 21 fighter jets in last five years’

    NEW DELHI: A total of 19 crashes involving the MiG 21 fighter aircraft of the IAF have taken place in the last five years in which seven pilots were killed, the Rajya Sabha was informed today.

    “Since April 2005, a total of 19 MiG 21 aircraft of the IAF have crashed. Seven pilots were killed in the crashes,” Defence Minister A K Antony said in reply to a query.

    He said 29 air crashes involving different types of aircraft have taken place in the last 28 months.

    “13 accidents occurred during 2008-09, 14 accidents during 2009-10 and two accidents have taken place during the current year up to August 5,” he said.

    In reply to a query on war injuries, the Minister of State for Defence M M Pallam Raju said, “23001 officers and jawans suffered disabilities while performing their duties in different wars fought by the country.”

    The list of disabled defence personnel includes 2,515 officers, 1,253 JCOs and 19,233 belonging to other ranks, he said.

    If its Chinese flankers India wants to kill whilst carrying cruise missiles into territory, the tranche 3 standard allows all of that to happen in spades.

    I tend to believe that any India-China war in the future will be very limited in scope, more or less a border war. In that sense any of the MRCA can do the purpose. Both Typhoon and Rafale (also Gripen) can use cruise missiles to hit targets whilst remaining in Indian Air Space.

    Deep Strike into Chinese territory and escalation of the war will not be in India’s interests untill it has comparable conventional and nuclear forces.

    You also have to wonder how Typhoon in that configuration will counter threats like S 300.

    Whether you would save any money by operating 200 Gripen NG vs 120 Rafale or Eurofighter is questionable at best.

    The report which said Rafale and Typhoon are the top contenders also said the number will be close to 200 and not 126.

    Don’t the Navy have different service/support infrastructure than the Air Force ? I am sure that contract will be negotiated on its own merits and not just awarded to the Rafale M even if Rafale wins.

    Unlike the Super Hornet Rafale has a specefic variant for carrier ops, meaning you cannot just put AF planes on the ship even if IAF lets you do it.

    the french are licensing the building of damocles to russia, so i guess if they choose rafale they will go damocles for both rafale and su in future, but i dont really know and it would depend how the new damocles turns out

    we run the litening II AT on the hornets

    I doubt it as we have already integrated the litening on the Su 30s. I think they would integrate Litening with Rafale than the other way around.

    @ quadbike, we use litening on our old hornets and atflir elec optical on our SH

    Litening II or III is basically our national pod as well. Carried by Jaguars, MIG 27s, Mirages and Su 30s. The SH has the atflir built in and LM is offering Sniper XR with the F 16 IN. Makes me wonder if Rafale is selected would IAF go for the Democles or integrate the latest Litening, especially if the latter has more capability.

    I remember reading reports in this very forum about problems with Democles. The current one is not up to the standard of the latest Litenings or Snipers, thats why they are going for a newer version.

    What i see from the PAK-FA threads is that posters assume that because the Americans did things in a way. thats the only way to do it. May be we will see some groundbreaking innovative features in the PAK FA that no western aircraft has.
