F/A 18 Super Hornet will fit the bill for IAF, says U.S
As the race for the IAF bid to procure 126 Medium Multirole Combat Aircraft enters the home stretch, the United States Navy vouched for the versatility of the F/A-18 Super Hornet, one of the six aircraft in competition, with features closer to a fifth-generation fighter aircraft.The Indian Air Force is scheduled to complete flight evaluation trials during the month with the last of the six competitors. The Super Hornet from the Boeing stable has gone through all three phases of trial across different weather conditions in India and weapons at the manufacturers’ locations.
The Naval Air Station, Oceana here in the U.S. southeast coast, has under its wing 17 operating squadrons of these fighter jets including 10 Super Hornet squadrons that fly from both the land base and the aircraft carrier.
Emphasising that F/A18 would continue to be the U.S. Navy’s workhorse even after the induction of the futuristic F-35, Cmdr Mike Gusko said the new version would complement the existing fleet of Super Hornets, which would continue to serve well beyond 2035.
He said the aircraft could operate from dry, wet and icy runways, an ability fitting in with the overall requirements of the IAF.
The Block-II aircraft (Super Hornet) comes with ability to operate in all-weather providing air defence superiority, precision attack, close-air support, and an advanced radar for weapons system.
Apart from combat manoeuvrability and unlimited angle of attack, which its test pilots demonstrated to the visiting group, it had the active electronically scanned array radar (AESA), the Navy official said. The AESA radar is being upgraded and the version would be on offer.
The Commanding Officer of the Center for Aviation Technical Training Unit, Cdr John Wood, said the NAS, Oceana facility also had both maintenance and training establishment, with the latter running courses for fresh recruits to advanced level staff of varying durations.
The simulator-assisted training establishment brings the technicians closest to understanding the intricate wiring pattern and design, breaking it into segments and guiding them through electronic and printed manuals.
Bret Marks, programme manager for F/A 18 India, said the IAF would get two of the training units in India as part of the deal with the option of buying a third one and an offer to train trainers here. Of the 126 aircraft, the IAF is looking for 80 single-seaters and the rest with tandem operated cockpit. Boeing offers F/A-18 E in the first category and F/A-18 F in the other.

India spares slowing ISRO’s space missions
BANGALORE: The quality of home-grown electronic components, which are integrated to satellites and launch vehicles, is very poor and hence is hampering the process of indigenisation of the Indian Space programme, said Dr D Narayanamoorthy, senior scientist at Indian Space Research Organisation (ISRO).
He was delivering the National Technology Day lecture on Indian Space Endeavour on Tuesday. He said that while the percentage of indigenous components in the launch vehicles was very high, the percentage of indigenous components integrated into spacecrafts was about 50 per cent. This, he said, was despite the very poor quality of home-grown electronic components.
He added that in order to encourage young scientists, ISRO was conducting a threemonth Induction Training Programme that will train around 150 students of various universities.
He said the enthusiasm of students to take a career in space was very high as they had already developed small satellites.
“The Chandrayaan-1 project has aroused a lot of interest and the Chandrayaan-2 mission is expected to attract more youngsters,” he said.
Development of semi-cryogenic technology and reusable launch vehicles were the future programmes of ISRO, he added.

The Defence Research Development Organisation (DRDO) celebrated National Technology Day at its premises in the city on Tuesday.
On the occasion, the department organised expert lecture programme, followed by talks from young scientists.
Prof G V Kulkarni of Jawaharlal Nehru Centre for Advanced Scientific Research, Bangalore, who was the chief guest, spoke on the recent developments in Nanotechnology.
He said even a small innovation made at a lab in this field would lead to a major breakthrough in technology for mankind.
Dr SK Patel, scientist who was also present at the event, spoke on the “Structural Design Analysis of Aero-Engine Components for qualification & development of allied technologies”.
The Keel was laid last year. I think it is the first warship built in India which uses modular construction. There were pictures of finished blocks during the ceremony as well. You may find those in the previous Indian Navy thread.
DNA Exclusive: IAF Approaches IITs To Counter Hacking
New Delhi: Alarmed by reports from top foreign agencies about three computer systems of Indian Airforce (IAF) installed at sensitive bases being compromised by Chinese hackers, the IAF has decided to call in two Indian Institutes of Technology (IITs) to hack into their systems and plug the loopholes within.
Of the three stations where IAF computer systems are installed, one is just across the prime minister’s 7 Race Course residence. Two other systems are installed outside Delhi.
A senior IAF official on condition of anonymity told ‘DNA’: “We want to see how fragile we are and what we need to do in case someone breaks into our systems.” He, however, hastened to add that the IAF was not sure whether a Chinese hacker had stolen data from its computers as reported by the US agencies.
The issue was discussed at a recently concluded IAF commanders’ conference on cyber crime. IITs would also suggest options for safety to IAF for their computers. A senior officer said the Chinese hacking did not bother the IAF, but it was important for them to learn precautionary measures.
The officer said that though operational plans were not digitised in the services and with systems having atleast three firewalls and algorithms in place in IAF, breaking through may not be easy for hackers.But IAF seems to have decided to take some tough steps. In 2006, IAF set up its largest online network with 166 nodes, for logistic duties, all over the country, called Integrated Materials Management Online Services (IMMOLS). The system aims to improve the availability of items leading to an enhanced serviceability of weapon systems and to reduce inventory costs by minimising non-moving inventory.
Following in the footsteps of the Pentagon, where professional hackers are called in to hack systems for a large sum, IAF has, as a precautionary step, approached the technical institutions so that steps can be taken to plug these loopholes.
A source said the Pentagon also dissuades professional hackers by paying them large amounts as part of an agreement that the hackers would not compromise the Pentagon computers.
Multinational companies too protected their intellectual property through their own network systems guarded by firewalls. IAF has decided to go the same way, the source said, but refused to divulge details about paying the hackers to keep them from compromising its computers.
DNA Exclusive : 197 Chopper Deal Threatened With Second Cancellation As Vendors Show Deviations In Trials
The procurement of 197 reconnaissance and surveillance helicopters has run into trouble again. If reports emanating from the defence ministry are any indication, the copter purchase process will be halted and tender cancelled.
The reason cited for imminent cancellation is deviations shown by the choppers fielded by the contenders in the trials.
This will be the second time when the tender will be cancelled, the first being in December 2007. The tender was re-issued in July 2008, but after two years of government efforts to take the process ahead, it will meet the same fate. With the helicopter inventory of the Army diminishing, procurement of these choppers is critical for operational necessity and defence preparedness.
The defence ministry had prepared ground for cancellation of the Rs3,000-crore deal tender in 2007 when the Central Vigilance Commission asked it to explain the cancellation following an objection by former national security advisor MK Narayanan.
The report indicated that the procurement process did not follow set guidelines. The fresh global tender went to five companies namely the Russian Rosoboronexport (ROE) for Kamovs, two manufacturers from the US — Bell and Sikorsky, European consortium’s EADS’ Eurocopter and Anglo-Italian Agusta Westland. Only three firms Eurocopter, ROE and Augusta Westland qualified for trials.
The helicopter model offered by Eurocopter was unable to perform high altitude hover-out-of-ground-effect (HOGE). The problem with ROE’s Kamov was that the engine to be fitted on Kamov 226T will be Arrius 2G1 which is not yet certified. While Agusta Westland, was facing serious problems with the MoD due to misunderstanding on a nomenclature issue.
The new helicopters will replace the aging 1970s vintage Chetaks and Cheetahs, and will be for high altitude, surveillance and logistics.
India steals a march on the high seas
BANGALORE – India’s first indigenously designed and manufactured stealth frigate, commissioned late last month, sees the country join an elite of just eight nations that have built warships with naval stealth technology – it’s also a likely boost for New Delhi’s hopes to establish a warship-building industry.
The 6,200-tonne Indian Naval Ship (INS) Shivalik, commissioned into the navy by Defense Minister A K Antony in Mumbai on April 29, is the world’s largest stealth ship. Despite it weight and size, Shivalik will be able to tiptoe through the high seas and approach enemies largely undetected thanks to its many stealth features.
Radar-absorbent paint and the ability of the ship’s sides to be angled by 10% to bounce off radar waves reduce the chances of the hull being detected by up to 90%, and the ship’s engines are placed on shock-proof mounts to reduce vibration. Highly effective insulators reduce the ship’s thermal image, as does a special device which cools and diffuses smoke from its funnel.
Shivalik is the first of three “Project 17” multi-role stealth frigates being built at the government-owned Mazagon Docks Limited (MDL) in Mumbai. Another two, the Sahyadri and Satpura, are expected to be commissioned by end-2010 and mid-2011, respectively. These will be the navy’s frontline frigates into the middle of the 21st century.
There are ships that are stealthier than Shivalik. Sweden’s Visby class vessels and France’s Lafayette class frigates are far more difficult to detect. But they are far smaller than Shivalik with displacements of 600 tonnes and 3,600 tonnes respectively.
Shivalik’s teeth come from its mix of imported and indigenous weapon systems and sensors, which includes Barak surface-to-air missiles and a Shtil air defense system from Israel, Russian Klub anti-ship cruise missiles and basic anti-submarine warfare weapons.
It has sensors for air, surface and subsurface surveillance, electronic support and counter equipment and decoys for “soft kill measures”, such as electronic jamming of incoming missiles. Shivalik is also equipped with defense systems against nuclear, biological and chemical attacks.
Opening up prospects for India’s warship-building industry, the Shivalik is a “world-class frigate at Indian prices”, according to defense analyst Ajai Shukla. The warship cost US$650 million to construct, a fraction of the price of a similar warship built elsewhere.
India’s warship-building capability has been improving in recent years. In 2009 it launched its first indigenously built nuclear submarine for sea trials, becoming just the sixth country in the world to build such a vessel. (See India’s ‘enemy destroyer’ sets sail, Jul 29, 2009)
Several of the warships India is building are high-tech and low-cost. For example, “Project 15-A” at MDL is building three Kolkata class destroyers, each of which will cost $950 million, a third of the price for comparative warships built abroad. Four anti-submarine warfare corvettes are also being built at the Garden Reach Shipbuilders and Engineers (GRSE) in Kolkata at a cost of around $435 million. Under “Project 17A”, MDL and GRSE will construct seven improved stealth frigates.
The cost of India’s 44,000-tonne indigenous aircraft carrier, Vikrant, under construction at the Cochin Shipyard Limited (CSL) in southern India, is expected to be a third of the cost of the 65,000-tonne HMS Queen Elizabeth, while another planned IAC of 60,000-tonnage – likely to be named INS Vishaal – will cost less than half of its British equivalent.
Over the next five to seven years, India will be induct 37 major warships manufactured at home, saving the country an estimated $50 billion, writes Shukla. “India has everything it takes to be a warship-building superpower: the springboard of design expertise; cheap and skilled labor; and mounting experience in building successful warships,” he said.
However, while India’s warships may cost less, some projects have been beset with delays. The “P75 project”, under which six Scorpene-class submarines were to be manufactured at MDL, is running late by several years. That project’s successor, the “P75-I” – for six additional submarines – has not moved beyond the planning stage.
While delays in decision-making are partly the cause for the delays, observers say Indian shipyards are too slow in production and delivery – Shivalik’s keel was first laid in 2001. This inability of local shipyards to meet the Indian navy’s needs has raised doubts on how they would meet global demands
Increase FDI in defence, says CII survey
With the government evaluating a decision on enhancing the current 26% Foreign Direct Investment (FDI) cap in defence production, a CII survey released today suggests that the Indian defence industry supports enhanced FDI levels, while opposing 100% FDI in the sector.
A majority of Indian companies (57%) favours an increase in the FDI cap to 49% or higher; a minority of just 17% of Indian companies want to retain the status quo; while 26% say “maybe”.
The debate on raising FDI in defence has divided not just Indian defence companies, but also the government of India. While the Ministry of Commerce and Industry (MoC) has signalled its willingness to support 100% FDI in defence, the Ministry of Defence (MoD) has opposed any enhancement of the 26% FDI cap.
Two applications for setting up JVs with 49% foreign holding — the first between the Mahindra Group and UK-headquartered BAE Systems; and the second between L&T and European conglomerate, EADS — have already been turned down by the MoD.
India’s MoC had allowed private industry into defence production in 2001, subject to government licensing and a 26% FDI cap. In the Defence Procurement Procedure of 2008 (DPP-2008), the MoD had permitted 49% FDI on a case-by-case basis. Last year’s Economic Survey had also suggested that 49% FDI would be allowed. And, since early this year, the MoCI’s Department of Industrial Policy and Promotion (DIPP) has been talking up allowing 100% FDI in defence in order to attract foreign technology and to position India as a global hub for defence production.
The CII survey suggests that the current 26% FDI levels have failed to attract global defence investment, pointing out that a mere Rs 70 lakhs have been invested as FDI in Indian defence production between April 2000 and February 2010.
But the survey also notes significant opposition to the argument for developing India as a “home market” for global defence giants. Reflecting the opinion of Indian corporates that have invested heavily into defence R&D and production, a viewpoint that the MoD highlights and supports, the survey notes the belief of these companies that permitting increased foreign control would hamstring the organic growth of the Indian defence industry.
Describing this viewpoint, the report says that, “…allowing greater levels of FDI, even below 49% levels, would increase the amount of control exercised by foreign partners and this in turn would reduce the actual level of indigenization and maintain the reliance on foreign suppliers.
This notwithstanding, the majority belief in the Indian defence industry remains that the current 26% FDI cap must be increased, provided that the JVs being set up “should be engaged in R&D and the IPR should rest with JV” (sic), and that the foreign partner must bring in high technology that is not easily available, and it must ensure that the JV can access the global market.
This compromise does not address the key issue of foreign reluctance to bring in high technology without a controlling interest in the company.
The survey, however, highlights the ongoing debate over whether the proposed FDI cap raise from 26% to 49% would be sufficient to attract foreign investment, since increasing the FDI cap from 26% to 49% does not provide any additional control over the company. The issue in question is whether the FDI cap should remain at 26% or be increased to 51% or higher.
Some of the recommendations for the way ahead, cited in the CII survey, are:
• Targeting key technologies by allowing enhanced FDI in specific spheres.
• Fiscal incentives like tax holidays to attract key technologies.
• While purchase guarantees by the government are difficult, a level playing field should be provided to all players. Public sector companies should not be granted preferential terms.
• Allowing FDI through technology transfer under the offsets route.
Boeing Receives 1st P-8I Indigenous Equipment From Bharat Electronics
Boeing today announced that it received a key communications technology for the Indian Navy’s P-8I long-range maritime reconnaissance and anti-submarine warfare aircraft from Bharat Electronics Limited (BEL) in April, one month ahead of schedule. BEL delivered the Indian-designed Data Link II, a communications system that will enable exchange of tactical data and messages between Indian Navy aircraft, ships and shore establishments. Boeing will install the system during P-8I final assembly at its facility in Renton, Washington.
“Our deepening partnership with Bharat Electronics Limited endorses our ongoing initiative to build and strengthen the aerospace supply chain,” said Dinesh Keskar, president, Boeing India. “BEL’s efficiency in reaching this milestone highlights the speed with which the industry is maturing.”
Data Link II is the first Indian-manufactured item delivered to Boeing as part of the P-8I program. The P-8I is a variant of the P-8A Poseidon that Boeing designed and is building for the U.S. Navy. “Data Link II represents the first P-8I Industrial Participation project promised by Boeing in the area of avionics systems,” said Vivek Lall, vice president and India country head, Boeing Defense, Space & Security. “Boeing contracted BEL in August 2009 to build this critical communications technology, and they have done an outstanding job by delivering on their commitment.”
BEL Chairman Ashwani Kumar Datt said, “This milestone is a demonstration of the capability that BEL has developed to deliver cutting-edge work in avionics, software and structural components. We are pleased to partner with Boeing on the P8-I platform and we look forward to achieving many more milestones together.”
BEL’s delivery of the state-of-the-art electronics will support P-8I test and integration activities in Seattle. BEL will deliver the last of the Data Link components in late 2011. Boeing will deliver the first of eight P-8I aircraft to India within 48 months of the original contract signing, which took place in January 2009. India is the first international customer for the P-8.

Revival of Abandoned Air Fields by IAF
There are 29 abandoned airfields of the Indian Air Force (IAF) spread across eleven states in the country. Review of abandoned airfields for revival is a continuous, ongoing process and is based on the operational assessment / requirement of the IAF.
No funds have been allocated nor utilized during 2008-09 and 2009-10 for maintenance and revival of abandoned airfields.
This information was given by Defence Minister Shri AK Antony in written reply to Shri Nand Kumar Sai in Rajya Sabha today.
PAK FA will be ready by 2018, so there is no chance of that. India has an indigenous stealth program the MCA or AMCA.
Probably means trials with military guys present evaluating that the thing meets all the intended performance parametres.
I wish this happens and the IAF buys the Mig 35 or Gripen D.
