IAF gets new airfield in Rajasthan
Providing further boost to its presence in the South Western Sector, the Indian Air Force (IAF) will get a new airfield at Phalodi in Rajasthan with the base capable of taking all types of operations.
The airfield is located between Jaisalmer and Jodhpur and the IAF fighter jets can touch Pakistan border in close to five minutes. The airfield complete with modern infrastructure will be inaugurated by the Chief of Air Staff, Air Chief Marshal P.V. Naik, on Tuesday. The airfield will further bridge the gap in air defence in the western sector.
The government approved the formation of the airbase in 2000 considering the geo-political scenario and the need for in-built flexibility in operational requirements for the IAF.

Light combat copter’s maiden flight a success
India has entered the big boys’ league with the successful first flight of the prototype of its very own attack helicopter–Light Combat Helicopter (LCH).
The maiden test flight of the 5.5-tonne attack chopper, a derivative version of Banagalore-based Hindustan Aeronautics Limited (HAL) flagship product Advanced Light Helicopter (ALH)–Dhruv– on March 29 was termed by pilots who flew it as “very good”.
Sources said the event was not much publicised as officials wanted the first flight to happen without any glitches. The first flight was to take place in October 2008, but there were delays. The “official” flight is expected to take place soon.
The HAL will now conduct more test flights to evaluate the LCH’s at various parameters. While the company is pushing for a 2012-13 deadline, realistically speaking it might take at least four to five years before the LCH is available in the market to pose a competition to other twin-engine attack helicopters in its league of AH-64 Apache by Mcdonell Douglas, Agusta A 129 Mangusta by Italy-based Agusta, AH-1G Huey Cobra from the Bell stable and the Russian-made Mi-35, which the IAF is already operating.
“The LCH needs several hours of in-flight testing before it receives the final operation certificate and may join fleet of Indian Defence Service only around 2014-15,” sources said.
Both Army and IAF have heavily invested in the project and the company has a firm order of 189.
At present the only attack helicopters available with the IAF are Russian-made Mi-25 and Mi-35, which are not optimised for operations at high altitude.
Aviation experts say if during Kargil war which was fought at very high altitude, the LCH was operational, the scenario would have been very different.
The Shakti engine being used in the LCH has been jointly developed by the HAL and Turbomeca of France with primary focus on high-altitude operations.
It is expected to meet operational requirements like air support, anti-infantry and anti-armour roles. The rotor system has also been developed indigenously.
The twin-engine LCH is a pure attack helicopter made by the design experience gained from the Dhruv.
Currently around 100 Dhruv helicopters are being used by the Indian armed forces and paramilitary forces like the Coast Guard and the BSF, civil operators like Pawan Hans and the ONGC, and state governments like Jharkhand. Dhruv is also being used by foreign countries like Ecuador, Nepal, Mauritius and Male.
Though LCH is derived from Dhruv, there are differences in design. While in Dhruv, pilots sit side-by-side, in the LCH they sit one behind the other. All flight controls, hydraulics and fuel system have been redesigned for the sleeker, heavily armoured LCH.
Oman places order for weapons from India
New Delhi: Oman has become the first country in West Asia to place an order for guns from India.
According to senior officials, INSAS gun from the ordnance factor board is currently undergoing trials for the Oman army. This is not the first time that Oman is planning to procure defence equipment from India. Infact, the state-owned Goa Shipyard Ltd (GSL) is set to foray into global market with special focus on the Gulf region.
The GSL has been working on various projects to provide offshore patrol vessels to the Indian Navy and Coast Guard and is also looking forward to provide fast interceptor boats to the ministry of home affair.
Sources in the government indicated that GSL has delivered three tugboats to Oman. “The Sultanate of Oman has expressed its keenness to buy more boats from GSL, however, due to overflow of orders that has been put on hold for the time being.”
The GSL had participated in the Doha exhibition last year and it received positive response especially from countries like Bahrain and the UAE. “The officials of the Oman had visited the Indian shipyard and were impressed by the level of expertise and suggested improvements to the ship designs which were easy to incorporate,” said officials. The GSL will be undergoing modernisation to give a boost to their ship construction capability. The GSL has been contracted for supplying 116 fast interceptor craft to the Marine Police that has been constituted by the home ministry post 26/11 Mumbai attacks.
In the last eight months, the shipyard has submitted 46 vessels. The cost of the vessel is around Rs 1.5 crore to Rs 2.3 crore depending on the size.
The shipyard is currently building three offshore patrol vessels for the Indian Coast Guard, which can touch the maximum speed of 26 knots. The OPV is 90 metres in length is an in-house design product of GSL and is capable of carrying out a wide range of operations including patrolling and policing operations, search and rescue operations. The GSL is also contracted to construct four naval offshore patrol vessel to the Indian Navy. The 105 metre long vessel is capable of fleet support operations, coastal and offshore patrolling, ocean surveillance and monitoring of sea lines of communications, defence of offshore installations, escorting high value ships and operation of ALH helicopter.
The shipyard is also looking forward to construct mine counter measure Vessel (MCMV) for the Indian Navy. Infact, the Indian Navy is expected to procure 8 MCMV. While two will be from a foreign vendor, the rest six will be constructed at the GSL.

Scrabbling for solutions
The Indian Air Force’s crisis in training its pilots saw a farcical twist recently when an Egyptian diplomat posted in India helpfully offered Cairo’s assistance. The Egyptian Air Force, he suggested to a senior IAF officer, could send a training team to Hyderabad, along with several of its trainer aircraft, the K-8 Karakorum. Was the Egyptian aware that the Karakorum trainer has been jointly developed by Pakistan and China? Nobody is certain but, since the offer was not followed up in writing, the Indian Air Force (IAF) was spared the embarrassment of having to reply.
Even as the IAF spends billions of dollars in a global shopping spree for fighters, helicopters and transport aircraft, the training of pilots to fly these has been practically stalled since last July. That was when the IAF’s notoriously unreliable basic trainer, the HPT-32 Deepak, was grounded after a horrific crash that killed two experienced pilots. In 17 Deepak crashes so far, 19 pilots have died.
The Deepak, as the IAF has long known, has two major design flaws. When it flies upside-down the flow of fuel gets blocked, shutting the engine; and, since the Deepak cannot glide without engine power for even a short distance, a serious crash in inevitable.
The IAF’s concern is evident from the radical methods it is exploring. It now proposes to fit each Deepak with an enormous parachute that opens when the engine shuts off, bringing down the aircraft slowly with the crew still in their seats. Hindustan Aeronautics Limited (HAL), which manufactures the Deepak, is being asked to fit a number of trainers with this Ballistic Recovery System (BRS). It remains unclear whether the Deepak has the structural strength to support a BRS.
Meanwhile, improvisation governs training. After evaluating and ruling out several options — including training IAF flight cadets in civilian flying clubs; or handing over training to foreign contractors on a “Power by the Hour” payment basis — the IAF is now putting absolute rookies into the relatively complex, jet-engined Kiran Mark-1 aircraft for their very first taste of flying. The Kiran, too, has a dubious safety record, with 13 serious crashes over this last decade.
Before the Deepak was grounded, it took 80 hours of basic training on that aircraft before selected cadets — only those found fit to become fighter pilots — graduated to the Kiran Mark-1. The third stage of training was on the Kiran Mark-2; which the Hawk Advanced Jet Trainer (AJT) is gradually replacing. After those three stages of training, IAF pilots graduated to the frontline fighters that they would fly into battle.
“Conducting basic training on a jet aircraft is risky”, admitted a senior IAF decision-maker to Business Standard. “But what choice do we have? The air force must have pilots to fly its planes.”
In fact, the IAF has several good choices, but all of them are some time away. To replace the “Stage-1” Deepak trainer, the Ministry of Defence (MoD) has approved the fast-track purchase of 75 aircraft from the global market. Requests for Proposals (RfPs) have gone out to 10 aircraft manufacturers. The hot contenders include the Pilatus PC-21 (Switzerland); Embraer Tucano (Brazil); and the Grob (Germany). Bids are due before April 14, but the aircraft will be delivered only by 2013-14.
For “Stage-2” training, that is, to replace the Kiran Mark-1, HAL is developing an Intermediate Jet Trainer (IJT), the Sitara. The IAF is pleased with the prototype, and has ordered a limited series production of 12 aircraft. Eventually, the air force plans to buy 73 Sitaras, but it will take at least 3-4 years before it is available in the numbers needed for organised training.
Finally, for the “Stage-3” training, the Hawk should have been available in large enough numbers by now. But, production delays at HAL, accompanied by a blame-game between HAL and the Hawk’s vendor, BAE Systems, has meant that just 29 Hawks have entered service against the scheduled induction of 44 Hawks by now.
A much needed strategy for training IAF pilots has now become clear. Before the trainers to implement this plan are obtained, several years of makeshift training lie ahead for the air force.
Yeah I like the boring greys too. IAF used to have a bit of variety a while back but now it is all centred around the grey camouflage. The Mirage 2000s are an exception though. I wonder what colour IAF would give to the winner of the MRCA ?
If India selects the Rafale for its MRCA i recon the specs would be identical to the UAE one rather than the F3.

Which new long range AAM is the -29K going to carry(and more importantly which aircraft will have the advantage of first look first shoot)? The R-73 is a good missile, but doesn’t have nearly the capability of the -9X or ASRAAM.
R VV AE to start with then to have RVV SD to follow on. R73 E and then R-VV MD or in India’s case Python 5 which is as good if not better than AIM 9X it already has LOAL which only the Second generation AIM 9x will get. The 29 K has the added advantage of having IRST.

there is only so much you can do given a platform. And honestly, Mig-29 is behind F-35, Rafale, Super hornets and flankers. No matter how much people want to praise it, it will be the worst naval fighter in the coming decade if we discount harriers.
That is quite a claim with nothing to back it up with.
Making such claims will not make it so. It is clear that it is going to be inferior to the F 35 (generation gap) and the Rafale M (SPECTRA much newer design, it is debatable that the 29K is inferior to the Super Hornet or Su 33s.
In-fact one can clearly say it is superior to the Su 33 which is obselete in terms of avionics, radar and sub-systems and restarting its production is not going to happen. This is why the Russians themselves have placed orders for 29Ks.
WRT to rhe Super Hornet, the SH currently has an AESA while the 29K does not when and if it gets an AESA thigns may even out or favour the flanker in
A2A, but the Super Hornet will always remain a superior A2G platform. Anti Shipping is debatable with the 29K being able to carry a wide variety of Anti Ship missiles.

India to cut satellite launch cost by half
Bangalore, Apr 4 (PTI) India plans to cut satellite launch cost by half with the heavy-lift rocket that it is developing, a senior space department official said.
The country is also aiming a two-to-three fold increase in the number of spacecraft launches from this year, Chairman of Indian Space Research Organisation K Radhakrishnan said.
GSLV-Mk III that ISRO is developing now would bring down the satellite launch cost at least by half, at present, the launch cost is pegged at around USD 20,000 per kilogram, he said.
GSLV-Mk III, which would have the capability to launch satellites of four tonne class, nearly twice the mass that ISRO can currently carry to space, is expected to be operational in next two-three years.
Delivering the inaugural lecture of IIScAA (Indian Institute of Science Alumni Association) here last evening, he said India currently has 211 communication
transponders, including 195 operational.
Goa port to build berths for foreign navies, cruises
Separate berthing facilities for Indian Navy’s aircraft carriers, foreign naval ships and a passenger cruise terminal for high end liners will be created by 2011 at Goa’s only major port at Mormugao, a senior official said Saturday.
Speaking to reporters, Mormugao Port Trust (MPT) chairman Praveen Agarwal said the new facilities were being created at the port as part of a Rs.3,000-crore modernization drive.
‘The (Indian) navy has asked us to build a berthing facility for handling aircraft carriers at the Vasco bay,’ Agarwal said, adding that a special cruise terminal was also being constructed to encourage passenger cruise tourism.
The port at Mormugao is 40 km from here.
‘Although running a passenger cruise terminal is not a very profitable proposition for the port per se, but it has enormous spinoffs for the state and people,’ Agarwal said, adding that the terminal would be a shot in the arm for Goa’s tourism industry.
The 20-odd passenger cruise ships that docked at the MPT facility in 2009-10, were parked near dusty coal dumps and iron ore loading facility, which is not a pleasant sight for high-spending tourists on a holiday.
‘Handling cruise ship traffic is demanding. There are high-end passengers onboard who demand the best. A luxury cruise ship itself is generally spotless white in colour, so even a little coal dust can cause problems,’ Agarwal said, adding that the new berth away from the coal and ore heaps would serve as a big draw for cruise tourism.
Agarwal said that nearly Rs.33 crore were also being spent on building a facility for foreign navies who arrive in submarines and large naval vessels to Goa on R&R (rest and recreation) visits.
‘Goa is a preferred option for foreign navies who want to make R&R halts. According to navy regulations, they have to get their crew ashore every six months,’ Agarwal said.
The official further said that R&R visits by navymen were a good source of money for businesses because of the quantum of money spend by sailors on their recreational trips.
The MPT handles nearly 35 percent of the country’s iron ore export.
The down to earth Rakesh Sharma

Wing Commander (Retd) Rakesh Sharma, recipient of the Ashoka Chakra, fobs off any attempt to glorify him. When I tell him that my family and friends were beside themselves with excitement about my interview with him, he just smiles and says a polite ‘thank you’.
Perhaps I look disappointed, so he relents and says, “I don’t mean to burst your bubble. I am truly grateful for the opportunity to have gone into space. But, it could have been anyone. It is like a lottery, meri lag gayi (I got lucky).”
A place in history
Of course, the wing commander is being modest. The first Indian to go to space is a sobriquet not many enjoy. “I am the 128th person to have done that,” he says.
“But, the first Indian,” I insist, and he smiles again. Ace test-pilots of the Indian Air Force were put through a rigorous selection and training process, both in the country and in the erstwhile Soviet Union before he was chosen.
Twenty six years ago in 1984, on this day the then Squadron Leader Rakesh Sharma took off from a remote place called Baikonur, now in Kazakhstan, from the world’s first and largest operational space launch facility.
He was on Soyuz T 11 spacecraft along with two other Soviet cosmonauts as part of a joint programme between the Indian Space Research Organisation (ISRO), and the Soviet Intercosmos space programme. He spent the next seven days, 21 hours and 40 minutes, on board the space station, Salyut 7. Sharma laughs about how he often has to break the disappointing news to people who think he went to the moon! Obviously, they were very young when he went into space. “It just proves my point that it makes more sense to move on rather than dwell on something that happened so many years ago,” he smiles.
Trained for the job
“So much had already been done in space before that, it had all been documented and there were no real surprises in store for us,” says Sharma, when probed about what his feelings were. Wasn’t there anxiety, fear of the unknown…? “As pilots in the Indian Air Force, we have faced far more dangerous situations and lived to tell the tale,” he states.
Incidentally, Rakesh Sharma always wanted to be a pilot. “Since I was six years old, and a cousin in the Air Force took me around and showed me aeroplanes, their cockpits, etc. If you end up doing what you are passionate about, the journey is so easy,” he says.
And, the space trip was the cherry on top. Of course, jokes Sharma, he wishes he had more time to peer out of the window into space. “Every minute in space was accounted for,” he says and adds that he would love to return there, but this time as a passenger not a crew member!
When Rakesh Sharma returned to earth, it was to celebrity status. Tours, lectures, talks and interviews awaited him. Being a public figure was not something he enjoyed too much. He longed for the anonymity of a squadron pilot. “But, I did what anyone else representing their country would do— I put my best foot forward,” he says. He put on his flying boots once again when he was posted to an operational fighter squadron. He was later absorbed by HAL in Bangalore, where he served as a chief test pilot. He was associated with the evolution of the LCA (Light Combat Aircraft) now called Tejas.
Asked if he was in anyway involved in the Indian space programme, he answers, “Only in an advisory capacity”. There are many milestones to be reached before we can go ahead, he says, and hopes the programme will evolve into a sound and successful one.
Peace unto space
With so much happening in deep space exploration and the talk of colonising the moon, and so on, Rakesh Sharma has one underlying concern.
“I hope we don’t export conflict from this planet into the others. None of the paradigms that define us here on earth— the borders, the parochialism, the divide, should mar our presence in space”.
When he talks to young people, he reiterates the fragility of our planet. He says how it looks less blue and greyer than it should from space. Forests are disappearing, water sources are drying up. Of course, he adds, “You don’t have to go into space to know that. It is visible to us right here on earth.”
Wing Commander Rakesh Sharma now lives a quiet life with his wife Madhu in Coonoor, not too far from where another hero Field Marshal Manekshaw lived.
Just before I leave I ask him about his famous line to Mrs Indira Gandhi when she asked him how India looked from up there and he said ‘saare jahan se achcha’.
“That is not my line, it is Iqbal’s” he laughs. And, he shares another bit of
personal information. “There is one person who sends me three cards every year. One on New Year’s, one for my birthday and the third that marks the anniversary of my flight into space. He is a paan wallah in Ahmedabad.”
